SINGAPORE: No matter how potentially good a policy is, the Chinese government has to be fully prepared to listen to alternative views and gather feedback, and if necessary, make suitable adjustments so as to apply policies effectively, said former Deputy Prime Minister Wong Kan Seng Monday.
Said Mr Wong: "It is not enough that a policy is well-done on paper and in theory, it must have effective execution."
And to achieve prosperity and stability, the rule of law must be "applied consistently to all aspects of governance in a country", said Mr Wong, who is also special advisor to Prime Minister Lee Hsien Loong on economic cooperation programmes with China and other Asian countries.
This would then protect investments and encourage entrepreneurs to be more enterprising, bringing about long-term economic development and employment opportunities for China, Mr Wong noted.
Mr Wong was speaking at the opening ceremony of the National University of Singapore's 2012 Master in Public Administration and Management programme, where he offered several suggestions to the programme's participants.
They included senior government officials from China and senior management staff from the country's state-owned enterprises.
He added that he hoped that the participants can "adopt and apply" the suggestions in their work when they complete the programme.
Mr Wong said the Chinese government must also be able to ensure its people's welfare, safety and security if it wants to ensure harmony and sustainable development.
Beyond urban planning and infrastructure development, areas such as public health hygiene, environmental protection and public housing have to be comprehensively considered.
"Effective strategies must be based on understanding the expectations of the people, and adopting pro-people development policies is fundamental," he said.
Mr Wong also reiterated that Sino-China relations are "one of the most important bilateral relations" for the Republic.
He added: "Through policy discussion and projects such as the China-Singapore Guangzhou Knowledge City, we hope to take advantage of Singapore's developmental experience by investing abroad, developing and managing integrated cities and providing sustainable comprehensive urban solutions which would further support the economic development of China, while at the same time providing a new platform of growth for Singapore."
