Chitchat Excellent Article on Bin Centre - Caught lying again

Go to the link and see the photos of before and after. Even an ordinary contractor could have done that with the help of a junior draughtsman for design.

It does tell you that they can go to the extent of lying thru their teeth after the AGO report came out. Grace Fu and her public officials better come clean. And thank god for Google map.

The right thing to do is sue the firm.

Note that none of the state owned prostitute press from ST, TNP, Today, and highly investigative chinese press bothered to visit and ascertain if any of this adds up. It obviously an astonishing case - close to half million dollars in consultancy for dustbins store and holding area until the garbage trucks arrive. Their claim that it involved complexity is a bold faced lie. It is not even a new area that had to be incorporated in the overall refurbishment of the buildings. All they did was cover up a convenient outside area. And it is not even in the Victoria Theatre / Concert hall in the first place.

You can buy a fucking HDB Flat for that price and its consultancy work for a Bin Centre.

Its show the total lack of honesty and integrity by Grace Fu and her Ministry officials.

Prime Minister Lee Hsien Loong should do the right thing. Remove the AG in this case national auditor. Says he is retiring. Get a new AG who will say nothing wrong with the episode. Let him tell the citizens no Mongolian model was ever blown up with explosives in this country. It will not happen with a strong husband in the PM's spouse.

... All in all, the bin centre had the same design to match the Asian Civilisation Museum and just got upgraded to cover more area so that the bins can be hidden from sight.

The interesting thing is that the bin centre is likely not to be used only by VT/VCH but also the Asian Civilisation Museum and the Art House at Old Parliament house.

So how is the $880,000 spent on the bin centre justified?

Warren Fucking Fernandez is a director of the NHB. Do you think he will ask his own newspaper to investigate an obscenely overpriced Bin centre located in an institute that he oversees as a Director? Are u crazy? U think he will ownself shoot ownself, ah?

hahaha, the shit goes much deeper then that. The AGO did not follow up, like this guy in the article did. According to him, the Bin Centre is located at Asian Civilisations museum and blended in to match the building. The BIn cenre is actually shared by the Victoria Concert Hall and Victoria Theatre with the Asian Civilisations Museum. The following questions that should then be asked:

1) The ACM and VT/VCH are under different stat boards. One is run by the National Heritage Board and the other is run by the National Arts Council. Since both are shared using the bin centre, why was the construction and architect costs not split up between the 2 stat boards? are

2) Does ACM suka suka allow other entities to build, enlarge and renovate physical structures on their property?

3) SHould not the board of ACM or NHB be notified that a construction project would be going on right outside their museum and should not the board of ACM be requested permission by the NAC to do this?

This is really a case of one hand not knowing what the other is doing. Does not lend great confidence to the fact these same morons are entrusted with billions in $ budget.

When the govt covers up to this extent, it's a clear to contractors and private companies to screw the public service even more. They will tripping over each other to do it

Mr Lim Soo Ping, 62, will be retiring as Auditor-General with effect from 8 February 2013. Mr Willie Tan Yoke Meng, 57, will be appointed Auditor-General when he relinquishes his appointment as Deputy Secretary (Administration), Ministry of Defence, on the same date.

Mr Lim Soo Ping

Mr Lim has put in 37 years of dedicated service in the Singapore public sector, including 6 years as Auditor-General.

A Colombo Plan Scholar, Mr Lim began his public service career in 1975 as an engineer with the Public Works Department. In 1988, after 13 years in the Engineering Service, he was absorbed into the Administrative Service. Thereafter he served in a total of five ministries, namely, Ministry of Home Affairs, Ministry of National Development, the then Ministry of Community Development, Prime Minister’s Office (Public Service Division) and the then Ministry of Information, Communications and the Arts.

Mr Lim was awarded the Public Administration Medal (Bronze) in 1987 and the Public Administration Medal (Silver) in 1991.

In February 2007, Mr Lim left the Administrative Service and was appointed Auditor-General. During Mr Lim’s term as Auditor-General, the audit reports by the Auditor-General’s Office (AGO) have helped enhance public accountability in the use and management of public funds and the audit findings have led to the tightening of Government rules and procedures in financial controls, especially in the area of procurement and contract management.

As the Auditor-General, Mr Lim paid particular attention to developing AGO’s capacity to carry out its duties effectively. AGO’s establishment size was increased to provide greater audit coverage of statutory boards. AGO implemented a Quality Assurance Framework (QAF) to ensure that its audit processes meet professional standards and the AGO Academy was set up to provide greater focus on staff training. The Auditing Service was also enhanced with better career terms so that AGO can be competitive in attracting and retaining talent.

Mr Willie Tan Yoke Meng

Mr Willie Tan joined the Singapore Armed Forces in 1974 on an SAF Overseas Scholarship. He was absorbed into the Administrative Service in 1982 and remained in the SAF/MINDEF till 1989.

Thereafter, Mr Tan served in the Ministry of National Development and the Public Service Division where he was appointed Deputy Secretary (Policy) in 1996. In 1997, he was appointed as Deputy Secretary, Ministry of Health and in 1999 as CEO of the Health Corporation of Singapore.

From 2002 to 2005, Mr Tan was the CEO of the CPF Board. As the CEO, he oversaw key improvements to the CPF Board’s organizational capabilities and services to the public and the successful implementation of various changes to CPF policies arising from the Economic Review Committee’s recommendations.

In 2005, Mr Tan joined MINDEF as Deputy Secretary (Administration) where he has made key contributions to the efficient administration of the Ministry, particularly in the areas of people, financial and IT development.

Mr Tan was awarded the Public Administration Medal (Silver) in 1994 and the Public Administration Medal (Gold) in 2010.
