That's because we don't really know what are you actually trying to achieve.
But let me try ya...

1) If you just want the receiver to be able to see the link, click it and be send to the pic in his browser, you just have to type out the full link in the email including the "http://". (ie. http://i613.photobucket.com/albums/tt218/hightoss/t-demotivational-posters-sea-horse.jpg). Nowadays email clients very smart one. They will turn it into a clickable link and the receiver just have to click and their browser will open. Otherwise, the receiver can also copy the link and paste in their browser.

2) If you want to embed the link in clickable text like See Stupid Horse... go to Ribbon -> Insert -> Hyperlink, input "See Stupid Horse" in the "Text to display" box, input the link in the "Address:" box then click ok.

3) If you want the receiver to be able to see the picture in your email, easiest way is to download the pic then just insert in your email. go to Ribbon -> Insert -> Picture.

4) If you are trying to write your email using html code, I don't think you can do it with outlook at least not that I know of. But another email client named Thunderbird can.

He dont want link. Link need to click.
What he want is see the photo in the email not in link or attachment.
 
Then he can follow my point 3. But ya know what, I found an easier way. In your browser, go to the webpage that contain the pictures, right click on the pic and select "Copy", or if you're using Firefox select "Copy Image". Then go to the email you're composing, right click and just select Paste. Viola!

You don't need thunderbird, it's an email client.
What you need was already mentioned by Sam, using a WYSIWYG html editor. Such editor allow you to toggle html source and WYSIWYG.

If you're thinking of structuring many pictures in an email, grab this:
http://windows.microsoft.com/en-US/windows-live/essentials-other-programs

Download Windows Live Writer and you can add multiple images from your puter or web, add text, etc.

Just grab the source after you layout your blog post and paste the code into your email client. Or Select all, Copy and Paste to your email client.

If you're familiar with Picasa or Irfanview, you can manipulate the software too to achieve your intention.
