My sense is that he does not have the goods. I don't even think that he is even fit for Admin Service. Very different from the brother who was easy going but you could see substance. RL is very organised, very templated but not sure what he wants himself. Look at his career trajectory from the start. There are many others who. more capable.

heheh, compared to OTC (not ong teng cheong), I think Rhodes Scholars are quite the same. Some problem with the selection panel.
You mix up Rhodes and Singapore scholars. Chen Show Mao, Ping Tjin Thum are Rhodes Scholars that are way better than Raymond Lim.
Sorry, I only remember Tan Eng Liang and the famous Ong Teck Chin

Anyone with potential can be talent spotted to be an agent. An agent can be recruited/converted from within an entity of interest. Chance meeting is an option. Doing necessary traces and background checks to see if target is related to any known assets is another option. Direct approach can also be tried if desperate.
Of course there are those recruited years ago and sleeping aka sleepers. They will be deployed when and where needed. The background of the person, while pertinent, is not the most important. That person must have access to privileged info or seen as a potential to get privilege info which must be timely and accurate.

- been approached by ISD.
- close relation to someone in ISD.
- Worked/Working for ISD.
If not, how is it even possible to know about what is happening inside? Maybe we should be wary of those.
