The woman behind the downfall of two home team chiefs may have been exposed.

The Corrupt Practices Investigation Bureau (CPIB) is currenly investigating the former chiefs of the Singaporea Civil Defence Force (SCDF) and the Central Narcotics Bureau (CNB) for having an intimate relationship with a female IT procurement executive.

Netizens may have finally exposed this mystery woman, in a photo circulating on the internet.

The woman, named as Cecilia, appears to fit the description of the mystery woman, who was reported to be 36-year-old, tall, slim, vivacious, and with shoulder length hair.

The woman in the photo is also indicated as "Formerly from Hitachi and IBM, and now with Oracle".

While this appears to fit her profile as an IT executive, Oracle Singapore is one of the companies that had clarified in late January that none of its employees are involved in this case.

There is no other information provided on the depicted woman and it remains to be confirmed whether she is indeed the mystery woman in the case involving the home team chiefs.
 
Nice city. Visited twice - 80s and 90s. 3 friends migrated there in the 80s.

I have lived in Toronto for 30+ years, longer than I have lived in SG. This winter has been very mild, not much snow.

LTC Jimmy Yap, once upon a time CO of OCS, SAFTI (around 1 SMC to 3 SMC), is in Vancouver (we corresponded, for me to forward an autographed copy of the "One of a Kind" published by the First Batch of OCS, when Jimmy Yap was a LTA), apparently a successful entrepreneur and/or real estate investor.

Visited many cities in Canada - Vancouver, Victoria, Edmonton, Calgary, Regina, Saskatoon, Winnipeg, Brandon, Toronto, Montreal, Quebec City, Ottawa, Halifax. Still prefer Van best followed by Toronto.

The first western city I've been to was actually Vancouver, where I first experienced winter and snow. It was the first time I took leave after passing out from PA to station and the first time I went out of Singapore - Malaysia. It was a lone ranger backpacking trip, Bangkok - HK - Vancouver - SF. By the time I reached SF, I had only enough budget left for a cheap YMCA room. I spent all my savings and bonus but it was well worth it. The experience was invaluable.

My longest stay in Canada was in Montreal for two months with my Taiwanese GF when and of course, we share unforgettable memories there.

When I was young and single, even after I obtained my professional designations, I hitch hiked from Calgary N and S in the Canadian Rockies, and on Vancouver Island, and stayed at youth hostels, cheaper than YMCA. In Banff, I met a French Canadian girl, who gave me a ride to various places in the Rockies (I volunteered to pay for gas for her car since she was a student and I was working), until we had to go separate ways. During hitch hiking, I met numerous people, some retired couples in their motor homes, even made me lunches. I also visited those who gave me rides, subsequently, when they returned to Europe.

Even after I got married, my wife and I stayed at Chelsea International Youth Hostel on 23rd Street in NYC, only $46 a night.

Very little compared to NY as I realized later of course but nevertheless, the first time I saw some snow and experienced sub-10C temperature. HK and SF have no snow at all and sub-15C (or sub-50F) temperature at their coldest. My two months in Montreal were at the height of summer, July-August, as hot as and even at times, I felt it was hotter than Singapore. I've been to Toronto a few times for a few days each time on business after I got a job in US. Company paid of course but I was told the rate for my hotel was C$80 per night. The location was conveniently downtown and the hotel was quite posh and comfy.

10C will be pleasant for me, good enough to wear golf or polo shirt and shorts.
Wait till you come to Montreal or Toronto during one of those arctic cold weeks, where the day time high is minus 15C or overnight low of minus 25C.

In the old days, C$80 to C$100 a night can get a very comfy hotel room downtown.

Nowadays, depending on the season, and/or corporate rate, C$100 may get a similar room.

Last year I stayed in Minto Yorkville service apartments, 61 Yorkville Ave, Toronto for 3 months from May to July to accompany my daughter who was studying at the Appleby College in Oakville.

The people in Toronto are friendly and I enjoyed my stay there very much. Your tap water is so clean compared to our newater and your cars & houses are so very cheap too.

I think it is about time that the Prevention of Corruption Act be widely-read by Parliamentarians and made to go through a revision with the following additions:

1) CPIB to be brought under the office of the Elected president. A committee be formed to assist the President. The committe to be drawn from members of the public, eg from religious bodies, retired civil servants, proffesional bodies, etc..

2) Top civil servants (from PM, Ministers downwards) and departmental chiefs (including SAF Generals, Police Chief and downwards) involved in acts of corruption be given much more stiffer penalties so as to send a message that holding high office DOES NOT mean being able to abuse authority.

3) The people involved in the controversial issue (like the lady in the CNB/SCDF saga) be made to face the same charges under the law - "in furtheranc e of common intention", etc...

4) Whistle-blowing to be encouraged and whistle-blowers given a reward and protection.

This are some ways to make the current CPIB more effective as it "wont be beholden to anyone".
