Corruption in SCDF and CNB

Uncle GD who is this retired detective Harmon Singh? He seems like a legend being awarded many medals when he was in the force.. And I wonder how come no one back then in police force Pau Toh the prick Lionel De Souza to the CPIB when there were many allegations of him being one corrupt rogue cop when he was still in the service?

Uncle old but not so old. Harmon baru heard of him. Lionel machiam God's son. He was the most corrupted cop in town. Ask the fuck shop orerators. CPIB wasn't that efficient then. Not saying they are now but they have improved thru use of technology.
 
Can share why BC had to leave? I remember there was a full page interview of Benedict Cheong in Straits Times many years ago and his reason for leaving was he found charity a calling.

All wrong. It quite a misconception amongst the general public. Because of its nature of work and their tendency to keep a low profile, no much is known about them.

Firstly their scheme of service is different. They come under PMO for political expediency and overtly to projest an image of neutrality similar to an audit function in a corporate organisation. The only difference is that audit head reports to Board of Directors and required to notify their external auditors. To have a similar approach, CPIB should be reporting to parliament or President but for logistic or general admin to PMO. Even SDP identified this as an issue.

Secondly AG plays a more important role than PMO. Every single of prosecution by CPIB must have the written consent of AG not matter how small. Police, CNB, ICA etc generally do not. Not very powerful nor independent.

Thirdly all investigative, detective and enforcement doctrine comes from the Police. In the past they attended the same 9 mths course for Police Inspectors. But all recruitment for all levels including sr officers has nothing to do with the Police. The practice is to send a Police Officer to head the Department as a secondment. In recent years, to boost quality, the number 2 and 3 come from the Police. Now they only a 4 mths course for senior ofiicers who are recruited. Even Police constable has more intensive Training. The position now is to recruit more and place them on 2 year contract as the attrition rate is high.

Fourthly they are not Police Officers except for those 2 or 3 seconded at top level. They do not have powers of even a police Sgt and even a constable. They are allowed to stray outside PCA if it is linked to corruption but require clearence from AG.

Lastly ISD is mainly staffed by Police transferred from ther regulars and many go in and out. There are some direct Intelligence scheme recruitment for Sr Staff especially scholars.

DIn essence, a CPIB officer both sr and jr have very limited powers and acute focus and that is to look into corruption. Corruption involves from small to big fish and that is the nature of the beast. Just because they investigate a minister, it does not mean they are powerful. A traffic Police Officer fresh out of the academy can summon a minister and they can't get away.

Tell you something else. In the early years CPIB used to take in the main for senior officers grads those from Nanyang uni because their outside opportunities are lesser and they tend not to switch jobs. The job is quite boring.

I really have no idea why you think it is a powerful position or an organisation. The gardeners at the Istana have more power by your logic because old man is dead keen on how the gardens look. He brought in Kiwis and Japanese gardeners and has even interviewed locals to see how good they are. Does not make them powerful. CPIB officer can't even prosecute a Tehgu for taking money from a illegal hawker unless DPP says yes.

It's not a matter of importance. It's discretionary powers against higher officers. A suspect errant SPF officer should be investigated by a higher ranking officer only. CPIB NCO can initiate investigtion all the way up to CP and MP. CPIB entry requirement is not fresh out of NS or NUS. Attain police S/Sgt. rank first. There're no media adverts for recruitment. Nobody can apply. They'll call you up if they think you're a possibility. I'm tired of this. MHA / TCH first statement does indicate disciplinary action and then termination due to misconduct. My guess is that it will not go to court.

A police Officer can investigate a CPIB officer for corruption. Its is provided by law. If for example the top 3 are involved or even one of the heads of department, it will likely go to Special Investigation Section of CID. This is to avoid interdepartmental cover-up.

SIS primarily investigates murder but in the past have been tasked with such sensitive cases as MRT trains drivers impending strike, Teh Cheang Wan's suicide, large scale industrial accident etc. Sometime a very senior officer will be tasked to handled the case with SIS or a team providing support. A DSP was charged in court for rape and the IO was a Supt. All senior officers after passing are required to undergo 2 years of investigations so they can handle most cases with ease.

ISD has a special role if an incident or activity falls within national interest. The Official Secrets Case involving Tharman and SPH journalist is very unusual as it was the first time ISD led the investigation and prosecuted the case in open court. It had its funny moments as well. They actually applied for search warrant when it was within their powers to raid SPH. The magistrate and courts panicked and called Ministry and asked for direction.

It was also a mistake. LHL as a young minister was flexing his muscle. It backfired and you will not see ISD hqndling such cases overtly.

Pecking order wise, this is the hierarchy and reflects functional importance, skills set and complexity of the Job. PSC also follows these to recruit senior officers.

Very much reflected by the grade, quality and posting of Heads and Sr Officers. CNB interstingly has access to specific databases second only to ISD because of the organised nature of drug lords.
Not sure about top brass but I know that on the group the 2 uniform group dun like each other...one group (prisons) think they as good as the cops but in actual fact the cops look down on them....wardens always like to yaya when policemen go to prison on official business....they stuck inside so it's the only time they can show power on home ground....police bro kindly confirm....

Singapore Technologies Electronics (ST Electronics) said on Thursday that none of its staff has been called up by the Corrupt Practices Investigation Bureau (CPIB) to assist with investigations relating to the probe of two former top civil servants.

The CPIB confirmed on Wednesday that the ex-chiefs of the Central Narcotics Bureau (CNB) and Singapore Civil Defence Force (SCDF) were both arrested under the Prevention of Corruption Act.

CNB director Ng Boon Gay was arrested last month while SCDF chief Peter Lim Sin Pang was arrested on 4 Jan this year.

Recent reports revealed that both parties have been linked to a certain female IT executive at a company that supplies IT-related products and services to government offices.

According to The Straits Times, both Lim and Ng, who did not know of each other's dealings with the woman, have admitted that they had improper relationships with her.


The focus was earlier turned to ST Electronics after one report speculated that the woman in question was a staff of the firm.

The IT provider has since stepped up to clarify that “none of ST Electronics’ executives has been called up by the CPIB to assist with investigation referred to in The New Paper’s report.”

The identity of the female IT executive remains unknown.

When contacted by Yahoo! Singapore, CPIB said it is “unable to provide further details on the cases” as investigations are still ongoing.

Lim and Ng are currently out on bail and assisting in separate investigations.

According to Channel NewsAsia, their cases are said to be related to tenders awarded to the company.

The news comes the latest twist into what is fast developing into a high-profile investigation of both men.


On Tuesday, the Ministry of Home Affairs (MHA) said in a statement that the duo had been suspended for “serious personal misconduct” and that an internal probe had been underway since end December for Ng and earlier this month for Lim.

This was after Chinese daily Lianhe Wanbao first reported that Lim had been suspended and Ng questioned by the CPIB earlier on Tuesday.

Although the MHA did not disclose more details about the probe, TNP reported the involvement of a female IT executive who had developed “a close working relationship” with both men. The woman is also assisting in the investigation, which was launched following an internal audit.

In a separate statement on Tuesday, Deputy Prime Minister and Minister for Home Affairs and Minister-in-charge of the Civil Service Teo Chee Hean underscored that the government takes a serious view of public officers who misconduct themselves.


"Any allegations of misconduct made against public officers will be investigated fully and thoroughly. We will be fair to officers who are the subject of allegations, establish the facts and follow due process, acting in accordance with civil service disciplinary processes and the law. If officers are found to have abused the trust placed in them, we will not hesitate to take firm and decisive action against them," Teo said.

Both former leaders’ duties have been covered by their respective deputies.

Eric Yap Wee Teck, 43, who is currently the senior director of emergency services at SCDF, will be its new commissioner while 49-year-old Ng Ser Song – presently director of the police intelligence department – will assume the post of director at CNB.

Both appointments will be in effect from 1 February to ensure leadership continuity of both organisations, MHA said.



Lim began his career in SCDF in 1987, holding the rank of engineering service officer. He was invited to join the Civil Defence Senior Officer Scheme in 1992 and rose up the ranks to be appointed as head of SCDF in May 2009, taking over the reins from former commissioner James Tan. He was also the first director of the Civil Defence Academy in 1998.

Ng, a former local merit scholarship recipient, first joined the Singapore Police Force in 1991. In his 19-year career with the SPF during which he rose to the rank of Senior Assistant Commissioner, he has held amongst others, key appointments as Commander Tanglin Police Division and Director Manpower Department.

He was appointed director of the Criminal Investigation Department (CID) in April 2008 and became director of CNB in January last year.

If there is sex involved but no evidence of favours given in return, it no longer will fall under PCA and CPIB will hand over to the relevant Dept and PSC. There are a number of provisions that can be used. The common one is inappropriate or immoral conduct. It becomes an internal matter and liable to be sacked. If they win the trial or the internal disciplinary proceedings, the Govt might still go for early retirement to get them out. I was told that these guys will not see daylight.

Heard that the girl is being protected for the reasons in your write up. That is why her name and organisation is being witheld.

Also heard that if we play by the book, this should not go to Court.

However, there is the political angle to it which is giving the powers to be a headache.

The 2 cases have generated immense interest and there is concern that Singaporeans will see the PAP as morally corrupt if the two do not see any jail time. There is the worry that the PAP will be seen as protecting the two because they are "big fish" and "well connected".

The recent sacking of CEO Saw and the very positive political reaction is giving a lot of incentive for the two to be harshly treated. I would bet that one or both should be looking at 3 to 6 months.

The chances of them winning if they do not PG is about the same as JBJ winning. If they don't PG and go jail quietly, the sentances should go up to 1 yr or more.

She is an "attractive divorcee in her 40s, with two children, a boy and a girl"; also described as "tall, slim, long-haired and vivacious". She divorced her businessman husband "Mr Yong" about 10 years ago .

She works in a multi-national American IT company which supplies IT-related products and services to several government offices including MHA and SCDF". She was working there for about 6 months ago, and before that was a sales director at a Japanese multinational company". She works for her husband's company when she was still a local undergraduate.

Now with many such clues available, "THE expert from CPIB" would surely know the identity of this mysterious woman. Furthermore, the offfice in the American IT company whom the woman works with hundreds of others would surely be abuzzed with gossips in the pantry or workstations. Yoo Facebook boh?

IF "THE" expert from CPIB does not know, who else will know? Don't wait until her face appears in wanbao hor.
