According to rumors circulating on the internet lately, two staff of Northwest CDC received 8 months of bonuses last year which also includes the 13th month bonus.
The rumor was started by a forumer who posted it on the CNA forum. It was subsequently picked up by a blogger who wrote to Northwest CDC Mayor Dr Teo Ho Pin to seek for clarifications.

In the interview, PA did not verify or refute the rumors. Its official stance is: the wages of CDC’s staff are set within the guidelines of the National Wage Council. This means that the wages are fixed using multiple flexible components depending on the worker’s performance and economic background.
PA also said only low-income workers can get a higher performance bonus to narrow the income gap between them and colleagues who received a higher basic salary in order to retain outstanding workers. On a whole, only a small percentage of workers with exceptional performance qualify for higher bonuses.
Due to the economic downturn, PA has reduced the performance bonuses of workers, but it did not specify how much was the reduction.

PA then went about in a merry-go-around to justify the performance bonuses of its workers as within the guidelines of the NWC. Given its vague statements without quoting any concrete figures to back them up, we are none the wiser after reading it.
However, we can draw one definite conclusion from PA’s explanation: that there are some workers who qualify for “higher bonuses.” How much is “high” ? We do know that the civil service give out about 2 months bonus last year and so it is not inconceivable that some Northwest CDC staff may have received up to 8 months bonuses.
The evasive attitude of PA gives one the impression that they have something to hide. If the bonuses are only one or two months, they will be forthcoming in revealing them to dispel the ongoing rumors immediately.
