Puzzling taxi sign at East Coast Park

ON TUESDAY at about 4am, I saw some passengers queueing outside the McDonald's at East Coast Park, and I proceeded through the drive-in area when a woman flagged my taxi. But a man I believed to be in charge of the area stopped me.
At that time, there were no taxis there and the parking spaces meant for McDonald's drive-in customers to wait for their takeaway food were empty.
When I asked him why I could not pick up the passenger, he said I had to pay a season parking fee to pick up or queue inside.
There was a Land Transport Authority (LTA) sign stating: 'For 1 taxi stops only'. Even my passenger tried to reason with him but he rudely brushed her off.
I later checked with the McDonald's outlet's manager but was told it was none of its business and the building management was in charge.
For the past few nights, I saw a few taxis parking inside to wait for passengers, but once any taxi was out, the man quickly put a traffic cone on the vacant space. Who authorised him to do so?
Can the LTA enlighten me? If there is a sign for taxis to stop, why can't I pick up a passenger?
Can the building management let us know if there is a 'season parking fee' which taxi drivers must pay to drive in and pick up passengers? That stop also includes people from the park, so isn't it considered a public place?
