'I am writing to express my helplessness and loss of confidence in the Consumers Association of Singapore (Case). I am an affected Brookes Business School student in the recent fraudulent RMIT degree scam. Brookes has refused to give me a refund, citing ongoing investigations. I assumed Case would do its best to help affected students get a reasonable refund of their course fees. So I was disheartened to get a negative reply that there was nothing it could do about it as Brookes was not being cooperative. It is ironic that Brookes was a Case-accredited education institution.'

It is a shame that Singapore govt always holds pride in their eduction system can allow such blunders to keep surfacing without corrective actions. CASE and MOE top management should be remove immediately.

Both agencies apparently did little to PREVENT this fraud in the first place.

The fraud at Brookes Business School was reported to the Singapore Police and the Ministry for Education by RMIT in April 2007 (more than 2 years ago). See the interview transcript with RMIT and the official RMIT statement below.

It is clear that the enforcement is either lax or non-existent. Is a system in place to check on the PEOs periodically? Why did the authorities NOT act on the first complaint in 2007? Is this the tip of the iceberg?

<!-- START OF : div id="storytext"--><!-- more than 4 paragraphs -->'HOW do you establish a basis of trust once this happens? Schools like this give Singapore a bad reputation,' a 19-year-old student from China was quoted as saying in last Thursday's fake degree scam report, 'Students lured by attractive deal'.
Another one bit the dust. This is not the first time and it will not be the last. While many are quick to blame Brookes Business School, let us ponder a moment who else shares the blame.
There is a Chinese saying: 'You can take the cow to the water but you cannot force it to drink.' Admittedly, there are many thirsty cows - students aiming for higher educational qualifications are thankful to private schools for giving them the opportunity. It is a jungle out there and that piece of paper is important.
However, an undergraduate cannot claim ignorance when he takes half the time or less to get a degree or diploma, compared to a mainstream university or polytechnic. Risk is proportional to reward. Foreign students have a more valid reason and this brings us to the third party concerned.
When investors suffered and cried foul on structured products, the Monetary Authority of Singapore was quick to investigate, implement and instruct. What has the Ministry of Education (MOE) done since the collapse of AIT Academy in September 2005? How many so-called schools still tell the world proudly they are 'registered with MOE'? And what trust does CaseTrust give potential students and their parents, when schools advertise the CaseTrust certificate?
Indeed, Singapore's reputation as an education hub has suffered because of the collapse of some approved private schools. It is time someone ensured our 'water' is clean so the 'thirsty cows' can drink it safely.

<!-- message -->When the fake institute flaunts 'degree in one year', masters in 6 months, the authoritites should first catch them and ask for explanation. A degree which usually takes 3 years, how can they give in one year. Dont blame the students. What were the MOE, CASE and other govt officials doing.? Singapore govt people are the worst lazy ones; those who never take any initiative. When something bad happened and is published in paper then they will wake up from sleep.

<!-- message -->One can virtually guarantee this will happen again and again and again, as long as we have a system where the interest lies in occupying a position of authority but not taking any real responsibility that ought to go with it. Look at MAS vis a vis the recent investment debacle, a limp slip on the wrist was all the FAs got as punishment for causing Singaporeans losses by the hundred millions of hard earned money old age and retirement savings. MOE is infamous for requiring everything that touches on formal academic qualifications to be approved by it, yet, we have seen legions of fly by night 'education operators' biting the dust or disappeared and with it thousands of vulnerable students' parents' hard earned/borrowed money.

Reputation aside, I think it is an issue of moral responsibility. To have the authority to dictate comes with it a tremendous responsibility to see that everything is fine. This requires sincere and honest work which the concerned authorities appear to greatly lacked as it suffered.

As for CASE, it never has had any case, being staffed by govt people whose prime mission is to deprive any real consumer advocacy to take root here because of a dark fear of govt that it could become a threat to it politically. When you distrust your own people, you see a conspiracy in the making lurking at every corner, in every shadows. But the biggest joke must be those that where it had allowed plenty of free play, such as the NKF and the latest, Ren Ci, it got played left right and centre. This clearly shows how bad a judge the govt is of people they picked to take charged of important entities.

The MOE and CASE could have and should have done more but they stood still! It's a joke that Casetrust cannot be trusted. So it's just a nice label to stick on. It's high time all these so-called schools flaunting such quickie degrees be investigated. Not all the students come from rich families. Alot is hard-earned savings. It's really a case of bozhenghu and bochap. Seems to me any well-dressed/well spoken Tom Dick Harry can register a private school with the minimum of fuss!By the time, the police is called in to investigate, it is too late. Many would have become victims.
