SINGAPORE - Singapore Democratic Party (SDP) chief Chee Soon Juan has been named as the party's candidate for the upcoming Bukit Batok by-election, a week after incumbent MP David Ong's shock resignation over personal indiscretion.

Dr Chee, 53, was formally introduced as the party's candidate by SDP member Sadasivam Veriyah, who contested the seat in last year's general election, before a walkabout in Bukit Batok on Sunday (March 20) morning.

If elected, Dr Chee said his priority will be to ensure the efficient and productive management of the town council. "The SDP's goal is to surpass current levels of performance of PAP-run town councils," he said.

He added that the SDP wants to pioneer a new model of town council management where residents are involved in the planning and running of the community.

The party will work towards a seamless takeover of the town council if it wins the by-election, he said, adding that it will put in place a transition team to be announced in due course. "This transition team will within three working days after the election handle the transfer of the town council," he told reporters.


He said the SDP will not engage a managing agent. "Instead, we will employ qualified and experienced professionals to be part of the team."

He added that he intends to hold regular townhall meetings to ask residents about their concerns and the issues to bring up in Parliament.

SDP party has wasted no time in staking its claim to contest the single- member constituency, walking the ground there a day after Mr Ong resigned on March 12 as MP and from the People’s Action Party (PAP), citing personal indiscretion. Mr Ong, 54, is believed to have had an extramarital affair with a woman who is a grassroots leader in his ward.

In the general election last year, Mr Sadasivam, a former teacher and ex-PAP member, represented SDP to contest Bukit Batok. He stood against Mr Ong but garnered only 26.4 per cent of the votes. Mr Ong won 73 per cent in the three-way race also contested by independent Samir Salim Neji.

Dr Chee has said the party was hoping for a one-on-one contest with the PAP in the Bukit Batok by-election for which a date has not been announced.

Workers’ Party (WP) chairman Sylvia Lim has confirmed that her party will not contest the by-election.

She cited two reasons: The WP is not active in that area, and the SDP had declared its intention to run, having contested the constituency in last year’s general election.

The Singaporeans First party also ruled out running for the seat, citing the SDP's prior contest there.

Deputy Prime Minister Tharman Shanmugaratnam has said earlier the PAP had a few “very strong candidates” it was looking at to replace Mr Ong. Without revealing names, he told reporters on March 14: “When we finally announce the candidate, I can assure you it will be someone committed to the interest of Bukit Batok residents, and who will be able to also speak for them and Singaporeans in Parliament.”

Dr Chee to run in Bukit Batok by-election

SINGAPORE – Dr Chee Soon Juan of the Singapore Democratic Party (SDP) has announced that he will contest the upcoming by-election in Bukit Batok, capping a week where he visibly stepped up his presence in the ward following the shock resignation of its former Member of Parliament David Ong.

"Why do you look so surprised?" Dr Chee, SDP's secretary general, said in jest to reporters on Sunday morning after his candidacy was announced.

He has been noticeably active in the single member constituency since Mr Ong's shock resignation on March 12, citing "personal indiscretions". On March 13, a day after news of the political scandal broke, Dr Chee led an SDP walkabout in Bukit Batok and informed residents that a by-election was coming up.

In the past week, Dr Chee has also regularly posted photos and updates on Facebook showing him engaging with Bukit Batok residents. On Saturday, he and his team took part in a blood donation drive at Bukit Batok Secondary School after several house visits.

Prime Minister Lee Hsien Loong has said a by-election for Bukit Batok would be held "in due course", but gave no details. Experts suggest that the earliest polling dates are in May.

The ruling People's Action Party (PAP) won Bukit Batok with 73.02 per cent of the vote in last year's General Election, beating out SDP's Sadasivam Veriyah who got 26.4 per cent of the vote. Independent candidate Samir Salim Neji received just 0.6 per cent of the vote.

The PAP has not unveiled its candidate for Bukit Batok though Deputy Prime Minister Tharman Shanmugaratnam has said the party is looking at a few “very strong candidates” to defend its seat there.

A multi-cornered fight for Bukit Batok is on the cards. Mr Samir, the managing director of software firm Anaplan Asia, and Democratic Progressive Party chief Benjamin Pwee have suggested they would contest the seat.

However, the Workers' Party, the only Opposition party to have won seats in last year's , has ruled itself out of the contest.

Dear editors

I am a resident of Bukit Batok. You published an article yesterday which listed 10 reasons why the Singapore Democratic Party (SDP)’s secretary-general, Dr Chee Soon Juan, may be elected in coming Bukit Batok by-election. But I want to list 10 reasons here why I think Chee Soon Juan will not be elected in the next election.

1. The Tharman Factor

Mr Tharman is a very popular anchor-Minister for the constituencies in Jurong, including Bukit Batok. We believe Mr Tharman will campaign hard for the next PAP candidate fielded in the constituency.

2. The Low Thia Khiang Reason
At the 2013 by-election in Punggol East, despite popular calls for the NCMPs Gerald Giam or Yee Jenn Jong to be fielded as WP (Workers’ Party)’s candidate for that constituency, WP’s secretary-general Low Thia Khiang fielded the candidate he fielded in the constituency during the 2011 GE (General Election) – Lee Li Lian.

The voters in Punggol East saw that Mr Low did not did not field a second class MP in GE 2011, and gave Ms Lee an overwhelming endorsement.

If SDP does not field the candidate it fielded in Bukit Batok constituency in GE 2015, Sadasivam Veriyah, and fields someone else, it is natural for voters like me to question if SDP offered its voters second-class candidate in the last election.

3. The Chiam See Tong Betrayal
Older voters like me have not forgotten Dr Chee’s betrayal of opposition doyen, Mr Chiam See Tong. SDP was once the leading opposition political party in Singapore. Mr Chiam had brought Dr Chee into the SDP in 1992, mentoring and promoting him.Dr Chee then proceeded to betray Mr Chiam, isolate him and force him out of the SDP. More recently Dr Chee had tried to explain what actually led to Mr Chiam’s expulsion – but it was viewed by many as throwing more m&d on Mr Chiam’s face.

4. The Rebel Image
Dr Chee has consciously cultivated an image of him as being a rebel. Singaporeans are not willing to elect a rebel who engages in confrontational politics into parliament.

5. Former SDP Members who Continue to Accuse Dr Chee as being Unethical
Former members of SDP like Jeremy Chen have continued in their accusations that Dr Chee Soon Juan is less than honourable, and SDP nor Dr Chee has rebutted Mr Chen appropriately (at least as far as I know).

6. Using Foreign Media to run down Singapore
This needs no further illustration. Dr Chee has never failed to use foreign media to run down the Singapore government. This is very unlike Mr Chiam or Mr Low, who close ranks with their Singapore counterparts when they speak to foreigners.

7. The Goh Chok Tong Harassment
Singaporeans have not forgotten how Dr Chee like a pai-kia went after Singapore’s former Prime Minister, Goh Chok Tong, with a loudhailer in GE 2001. He lost that election miserably.

8. No Experience Running a Town Council
The SDP has zero experience running a town council. They may claim that they managed town councils when the Party had Members in Parliament. But their MPs, Ling How Doong and Cheo Chai Chen, who were elected in the GE 91 did so badly managing their town councils that the voters decided to give them the boot at the next election. The fact is, besides Mr Chiam See Tong, who subsequently left SDP to form his own party, no one has effectively managed a town council. From rats to mosquito breeding, Bukit Batok has a number of municipal issues which only an effective town council can resolve.

9. Flip-Flopping
Dr Chee is seen to be flip-flopping in the type of candidates his Party would offer Singaporeans. In GE 2011, he fielded Dr Vincent Wijeysingha, an openly gay party member (who has since resigned), and in GE 2015, he fielded Damanhuri Abas, a leader of the ‘Wear White’ campaign (a campaign against the LGBT Pink Dot event).

10. Western-style Liberal Democracy
Dr Chee is a proponent of western style liberal democracy and freedoms. Middle class families like mine are not clamouring for more freedoms, but for bread and butter issues. Will life for me and my family be better or worse if Dr Chee is elected to Parliament?

CSJ needs a swing of 24%, who voted for PAP just six months ago, to win the election. it's very difficult for him. really hope he wins. we need more opposition to scrutinize the ruling pap polices in parliament, and CSJ is the best.

1. A Changed Man

Dr Chee has rejuvenated himself over the past decade changing from a unpopular activist regenade to a sober serious-looking politician.

Singaporeans prefer someone who is calm and stable to be in politics and he has rightfully transforms himself miraculously over the past ten years.

Gone is the tough-looking countenance of a hard-nosed activist as he went in and out of jail several times fighting for better human rights for our unappreciative Singaporeans.

The masses who flocked to his GE 2015 election rallies and long queue for his signature are testimony of his new-found popular success.


2. A straight-talking politician in Parliament

Singaporeans will be guaranteed a tough straight-talker in Dr Chee if he is elected into Parliament.

One who never refuses to speak his mind even if it jeopardises his own standing, he will certainly be the right person to speak out for the average Singaporeans.

Many people are not too happy with the current performance of the elected Workers’ Party MPs in Parliament and they want to see someone who can debate articulately for them especially on unpopular policies that affect them.

Dr Chee may be the person we all are looking for.


3. Frustrated with 2rd PAP MP extra-marital nonsense

Singaporeans are shocked at the second PAP MP extra-marital affair that brought about the by-election.

Gone are the whiter-than-white image of the average PAP MPs and Bukit Batok residents may simply vote with their feet in protest.

Much time and money are lost in the process as the Election Department need to prepare for the folly of a wayward politician.

More importantly, there is a loss of confidence in the selection process of the ruling party as the illicit affair was allowed to carry on during and after the recent general election for close to six months.

No one blew the whistle until the husband threatened to complaint to the ruling party.

Though an affair is tough to prevent as the grass root needs to work closely with the MPs, a tougher protocol needs to be in place to prevent such extra-marital shame from happening again.

A third extra-marital incident will surely bring down the reputation of the PAP MPs though the second by-election has certainly damage the image of the party by a few knots.

Residents at Bukit Batok may simply vote against the ruling party as a show of displeasure with the second extra-marital affair and more significantly its selection process.


4. By-election effect

The ruling party suffered a serious defeat at the first by-election at Punggol East in 2013.

People felt safe to vote in the opposition as the ruling party is already in power and there is no danger of a freak election result.

Though voters may generally be unhappy with the incumbent, they do not feel confident that the opposition can form a credible government which probably resulted in a landslide win for the ruling party in GE 2015.

However, a by-election does not bring forth such unpredictability and residents at Bukit Batok may simply do the impossible by giving Dr Chee a vote of confidence.



5. Renowned international speaker

Dr Chee is also a renowned international speaker and has far more exposure than anyone else from the opposition camp.

Most of his talks are full and well attended abroad as overseas participants want to pick the brain from the best opposition leader.

Thousands also attended the recent SDP rallies and many simply wanted to hear him speak.

Parliamentary speeches will never be the same again if Dr Chee is elected as a Member of Parliament as he is both gifted and eloquent in his delivery.

Ministers may dread it if he ever gets elected…he won’t take no for an answer.



6. Twenty over years in politics

No one has stayed in politics as long as Dr Chee.

It must be at least a arduous 25 years and probably the longest unelected politician as well in Singapore.

It is a tough journey as his earlier years represent more of a activist role and the transition must be difficult.

Severely persecuted as a hard-nosed activist, he went in and out of prison frequently as his Western ethics went very much unappreciated by the average Singaporeans.

He protested outside Parliament and even went on a hunger strike.

However, the transition over the past decade has transformed Dr Chee into a softer person whom Singaporeans are able to appreciate and endear.

The personal transformation will surely touch some voters in Bukit Batok…


7. Second most prominent party in Singapore opposition


Dr Chee has managed to transform SDP into the second most prominent party in Singapore – no easy feat as no one is in Parliament yet.

Its the daily grind over the past decade that touch many Singaporeans as the recent election result has been discouraging at best.

The unrewarded result must yield some dividend eventually and lets hope that the Bukit Batok by-election is the icing on the cake for the opposition incumbent.



8. Emergence of a second opposition party in Parliament


Singaporeans are starting to feel uncomfortable with just two parties in Parliament – the emergence of a third political party may be what they are waiting for.

SDP may fill in the missing gap on issues that WP want to abstain from.

For example, WP was decidedly silent on the passing of the population white paper three years ago and it was up to the activists who took the issue up at speakers’ corner triggering a large turnout for the event.

SDP is also seen to be more vocal on human rights issues which irked many Singaporeans lately viz-a-viz Benjamin Lim’s suicide and Dominique Lee’s national-service death.

Singaporeans will surely welcome the more intense debate on issues if a second political opposition party enters Parliament.



9. Forgiven and forgotten

The ruling party and critics have always brought up the past in which the former SDP Sec-Gen Chiam See Tong was ousted by Dr Chee in a party power tussle.

But that was almost 15 years ago and much has evolved within the party during that party.

The ruling party will surely brought this up again to smear the name of Dr Chee and hope to knock back his rising popularity.

Nevertheless, what he has achieved over the past decade will negate any ill feelings created from the past.


10. Never-say-die character

Many are also amazed at the up-and-down chronology of the top-notched opposition leader who don’t seem to give up.

After the recent landslide PAP win, many opposition leaders have taken a backseat more to lick their wounds than anything else.

However, Dr Chee never surrender and continued with his 140-km personal walk for a better Singapore – just barely few months after the dismal election result.

It spoke volume of the staunt personality of the incumbent who is steadfast in his goal and ideals.

He has also given up much to be a politician as he has a doctorate in psychology. Surely, some foreign university will hire him as a lecturer and he can bring his family over for a better lifestyle but he stays on.

Let’s hope the voters in Bukit Batok will give him a ticket to a dream seat in Parliament – Singaporeans need him and he needs that opportunity to serve us.

SINGAPORE: Dr Chee Soon Juan has confirmed that he will be the Singapore Democratic Party (SDP)'s candidate for the Bukit Batok by-election.

Dr Chee made the announcement of his candidacy on a walkabout in the single-seat constituency on Sunday (March 20).

The by-election will be the SDP secretary-general's second electoral contest after a 15-year absence. Prior to last year's General Election, he had been barred from standing in the 2006 and 2011 elections due to his status as an undischarged bankrupt.

In 2015, the 53-year-old ran for a seat in Holland-Bukit Timah Group Representation Constituency (GRC). His SDP team garnered 33.4 per cent of the votes, losing to the incumbent People's Action Party (PAP) team's 66.6 per cent.

The by-election was triggered by the resignation of PAP's David Ong as Bukit Batok Member of Parliament on Mar 12. He had cited "personal indiscretion" in leaving his post, following revelations that he had an extra-marital affair with a grassroots activist. Both have resigned from the party.

While the date for the by-election has not been announced, Prime Minister Lee Hsien Loong had said it will be held "in due course".

So far, the only other opposition party that thrown its hat in the ring is the Democratic Progressive Party, which will field its chief, Benjamin Pwee. Parties that have ruled themselves out of the contest are the Worker's Party and the Singapore Democratic Alliance.

In 2015, SDP's Sadasivam Veriyah took 26.4 per cent of votes in Bukit Batok, losing to David Ong who had 73 per cent. Independent candidate Samir Salim Neji chalked up just 0.6 per cent of votes.



DR CHEE'S PRIORITIES

"My priority as MP of Bukit Batok, if I am so fortunate to be elected,will be to ensure the efficient and productive management of Bukit Batok town council (BBTC). The SDP's goal is to surpass current levels of performance of PAP-run town councils," said Dr Chee.

Under his leadership, Dr Chee said that the BBTC will not engage a managing agent. "Instead we will employ qualified and experienced professionals to be part of our management team, and I will personally see the effective running of the town council, and to attend to the residents' concerns," he said.

Two other things he said that he will put in place if elected are quarterly townhall meetings, and local elections for residents to elect their own town council leaders.



DEMOCRATIC PROGRESSIVE PARTY NOT CONTESTING


The Democratic Progressive Party (DPP) has said it will not be contesting the Bukit Batok by-election. "We at DPP are delighted that Dr Chee has decided to contest himself at Bukit Batok," said DPP Secretary-General Ben Pwee.

"We believe him to be a very strong candidate with good ground support. We are happy to bow out of this race, and let this be a straight fight between the SDP and the PAP. We wish Dr Chee the very best."
