SINGAPORE - Transport Minister S. Iswaran has resigned from the People’s Action Party (PAP) amid a corruption case against him.

He will also be stepping down as Transport Minister and West Coast GRC MP.

Iswaran will also repay his salary as Minister and allowances as MP from the commencement of the CPIB’s investigations in July 2023, Prime Minister Lee Hsien Loong said on Jan 18. Iswaran has been on a leave of absence since July 11.

Earlier on Jan 18, Iswaran appeared before a district judge and was charged with two counts of corruption over bribes.

He is accused of accepting more than $160,000 from hotelier Ong Beng Seng to advance Mr Ong’s business interests in a Singapore Grand Prix contract with the Singapore Tourism Board in September and December 2022.

Iswaran also faces 24 charges of accepting valuable items worth more than $218,000, including Singapore Grand Prix tickets, between November 2015 and December 2021 from Mr Ong while being a public servant, and one charge of obstructing justice in May 2023.
 
Prime Minister Lee Hsien Loong said in August that Iswaran had been interdicted from duty with a reduced pay of S$8,500 a month until further notice.

Iswaran continued to draw the full annual Member of Parliament allowance of S$192,500.

Iswaran resigns as minister
Iswaran has resigned as a Cabinet minister and a member of the People's Action Party (PAP), according to a statement from Prime Minister Lee Hsien Loong.

He is also resigning as an MP for West Coast GRC.

"On Jan 17, Mr Iswaran further informed me that he would return all money received by way of salary as minister and allowances as MP from the commencement of the CPIB’s investigations in July 2023," said Mr Lee.

Since Iswaran has resigned, he will no longer receive a salary or allowance from the government, added the Prime Minister.

"The government has dealt with this case rigorously in accordance with the law, and will continue to do so," said Mr Lee.

"I am determined to uphold the integrity of the party and the government, and our reputation for honesty and incorruptibility. Singaporeans expect no less."

Corruption, obstruction of charges charges

Among his 27 charges, Iswaran faces two corruption charges and another one of obstructing the course of justice.

In the first corruption charge, he is accused of taking 10 Green Room Tickets (worth about S$48,150), eight Twenty3 tickets (S$56,068) and 32 general admission tickets (S$41,216) to the 2022 Singapore Grand Prix.

These were allegedly taken by Iswaran to advance Ong Beng Seng’s business interests relating to a contract between Singapore GP and the Singapore Tourism Board.

In the second corruption charge, he is accused of taking an outbound flight on Ong’s private plane from Singapore to Doha, worth about S$10,410.

He also purportedly accepted from Singapore GP one night’s stay at the Four Seasons Doha (worth about S$4,738) and a business class flight from Doha to Singapore worth about S$5,700.

According to court documents, Iswaran made a repayment of S$5,700 to Singapore GP, knowing that the act was “likely to obstruct the course of justice”.

Chee Hong Tat appointed Transport Minister

In a separate statement, Prime Minister Lee Hsien Loong said Acting Transport Minister Chee Hong Tat will be promoted to full minister and be appointed Transport Minister.

He will also be appointed Second Minister for Finance.

Environment Minister Grace Fu will assume responsibility as Minister-in-charge of Trade Relations.

The changes take effect today.

SINGAPORE — Transport Minister S Iswaran, who has been involved in a corruption probe since last July, was seen arriving at the State Courts on Thursday morning (Jan 18).

He was seen together with Senior Counsel Davinder Singh.

This came roughly a week after Education Minister Chan Chun Sing said in reply to a parliamentary question that the Corrupt Practices Investigation Bureau (CPIB) has wrapped up a "robust and thorough" investigation into Mr Iswaran, and that the matter was being reviewed by the Attorney-General's Chambers.

Mr Iswaran was arrested last July and then released on bail.

It was later revealed that he was assisting CPIB with investigations into a case it had uncovered, though the bureau did not elaborate on the nature of the investigation.

Prime Minister Lee Hsien Loong separately said that he had given CPIB the green light for the investigation, and that he had instructed Mr Iswaran to take a leave of absence until the probe was completed.

Assisting in the investigations as well was Mr Ong Beng Seng, managing director of Hotel Properties Limited and a Malaysian billionaire who gained a high profile for bringing the F1 Grand Prix to Singapore.

Mr Lee told Parliament last August that Mr Iswaran had been interdicted from duty with a reduced pay of S$8,500 a month until further notice.

Mr Iswaran was first elected as an MP in 1997 and was appointed to the Cabinet in 2006.

He held ministerial positions in the Ministry of Communications and Information, Ministry of Home Affairs and Ministry of Education.

His latest portfolio was as Minister of Transport and Minister-in-charge of Trade Relations at the Ministry of Trade and Industry.

Possible penalties
Iswaran is facing 24 charges under Section 165 of the Penal Code - obtaining a valuable thing as a public servant.

Anyone found guilty under Section 165 can be jailed for up to two years, fined or both, for each charge.

He was also given two corruption charges, under Sections 6(a) and 7 of the Prevention of Corruption Act. These include receiving tickets and a flight on Ong Beng Seng's private jet from Singapore to Doha.

Anyone found guilty of Section 6(a) can be jailed for up to five years, fined up to S$100,000 or both. Under Section 7, they may be jailed for up to seven years, fined up to S$100,000 or both.

The offence of trying to obstruct the course of justice comes with a punishment of up to seven years' jail, a fine, or both.
