Insurers are not charity organizations. They are legal entities & thus will await the legal conclusions drawn out by safety officials report, & with such a report, they will instead sue others than to pay out immediately from their funds. Each day in their bank accounts is another day of interest earned, which will be in hundreds of millions...

Thus, the safety officials report is important. If there can be no doubt that it was the pilot & engineers fault, then the owner of the vessel is responsible & his insurer will pay.

However, if there are doubts, then the owner's insurer may make the CONTRACTED ship CREW company's to share the burden.

Worse still, if responsibility can be pushed upon the harbor authorities negligence, such as lack of tug boats assistance, pilot vessels, lights, weak bridge beams, etc.....You get the picture, it can long drawn....& the insurer often will lose as the ones whom made the laws are the elected legislators with the best in the legal field within govt service to battle a case.... harbor procedures, enshrined Standard Operating Procedures, safety protocols, made known to all, etc, etc.

Ultimately, trade, jobs & lives take precedence. Thus the need for EMERGENCY funds from taxpayers savings & why such are needed, so that it can alleviate society's issues when confronted with issues, rather than to wait the long haul for eventual funds but with many suffering in the present...
