Blatter refused to stand down, despite apologising for his comments on racism in football.
Blatter provoked a furious backlash earlier in the week when he said that incidents of racist abuse on the pitch could be settled by a post-match handshake.
"Racism does happen on the field of play and the shaking of a hand just doesn't put it right," said Warnock. "But who is going to sack him? I don't see that anybody is going to sack him.
"I think the only way we could get him out of the situation that he is in if every black player in the country, in every country, refused to play in the next international game.
"That's the only way. Nothing else is going to get him out until he wants to go." Blatter admitted that his comments had caused a "serious incident" and that he had used "unfortunate words" which he "deeply regretted".
But Warnock questioned whether Blatter's apology was sincere. "He's a clever old man. You can make any apology sound sincere if you want to," said Warnock.
"I don't think he'll give two hoots if I'm honest. Not about England. Some of the other countries put (racism) under the carpet. "I look at Spain and it is not as vital or major an issue over there like it is in England."
Warnock admits he was convinced of the need for change at the top of FIFA before this week's ill-advised comments by Blatter. "I've thought that (Blatter should go) for many years, not just now.
"The way he's fought not to have goal-line technology. We've had men on the moon for I don't know how many years and we can't put two cameras between two goal-posts. If we can't get that through I dread to think."

The colossal sum, the highest ever recorded in English football, shows the depth of the investment made by Sheikh Mansour to transform City from a lower-mid table outfit in 2008 to their present status as Premier League leaders.
Whilst accepting the vast scale of the losses, City officials are adamant it marks a low point in their financial graph and from this point forward, they will be embarking on a significant upward trend.
"Our losses, which we predicted as part of our accelerated investment strategy, will not be repeated on this scale in the future," said chief operating officer Graham Wallace.
Thankfully for City, the figures will not be taken into account used as part of UEFA's Financial Fair Play regulations as they fall outside the accounting window.
Indeed, as "additional exceptional charges" of £34.4million have been added to a net loss of £160.5million for the 2010-11 financial year, it could be argued the club have been quite astute in their planning.
It is also easy to see why the club are so strong in defending their present position as the mammoth sponsorship deal with Etihad Airlines, said to be worth £35million-a-year over the next decade, plus the riches on offer in this season's Champions League, will have begun to impact on City's accounts in 12 months' time.
The Blues are also pointing out that commercial revenue has risen 49.7% to £48.5million and TV rights, thanks to the club's third place Premier League finish, winning the FA Cup to end a 35-year trophy drought and a run to the last 16 of the Europa League, have increased 27.4% to £68.8million.
Overall turnover was £153.2million, breaking through the £150million barrier for the first time.

Everton manager David Moyes has criticised FIFA president Sepp Blatter for his recent comments concerning racism in football.
Recent incidents in the Premier League - including accusations that England and Chelsea captain John Terry allegedly racially abused QPR's Anton Ferdinand - have led to an intense debate on the topic in the past few weeks.
Blatter recently caused outcry after suggesting players should resolve any racist disputes with a handshake - comments he quickly retracted with a further statement reaffirming his commitment to tackling the issue.

Liverpool goalkeeper Pepe Reina said Luis Suarez could have a bigger impact at Anfield than Fernando Torres.
The Uruguayan striker has enjoyed a largely successful first nine months in England by rising to prominence following his 22.8 million pounds move from Ajax at the end of January.
His capture helped cushion the blow of Torres' 50m pounds switch to Chelsea, despite Andy Carroll being drafted in as the Spaniard's direct replacement.
Reina linked up with his former team-mate for Spain's friendly defeat by England last Saturday and Tuesday's draw with Costa Rica, and feels Suarez could beat his friend's achievements at Anfield.

Chelsea manager Andre Villas-Boas has denied reports that Guus Hiddink could be in line for a return to Stamford Bridge.
Hiddink quit his post as manager of the Turkish national side last week, and following a successful six-month spell with the Blues in the 2008-2009 campaign, speculation has been rife over whether the Dutchman could return to the club.
However, Villas-Boas has made it clear that while the former Russia boss made an impact during his time at the club, the position of manager is filled.
"Guus had a very important period at the club and made the necessary changes first to take this club to another semi-final, plus an FA Cup and a good period of only one defeat in 15 games," he said.
"But it was six months at the club. It does not mean that he can always be as successful as that in a club of this dimension of tremendous expectations."
"Guus is one of the top managers in the world, a manager that is always available when a top team arises but at the moment this is not a vacancy, so it is not a vacancy to be taken, but when it is a vacancy I am sure he will be one of the top candidates."
There have been reports that Hiddink could be handed a director of football role by club owner Roman Abramovich, but the former Porto manager claimed that this is not something that he is aware of.

Saturday's Premier League Fixtures
Norwich vs Arsenal
Arsenal will be without full-backs Kieran Gibbs (hernia) and Carl Jenkinson (back) at Norwich on Saturday. Midfielder Ryo Miyaichi (ankle) is also unavailable, but otherwise there were no fresh injury problems from the international break and striker Marouane Chamakh (knee) is in contention. Abou Diaby (hamstring) is continuing his recovery, but Jack Wilshere and Bacary Sagna (both ankle) remain longer-term absentees.
Norwich expect to have both midfielder Bradley Johnson (concussion) and defender Russell Martin (ankle) available. Martin was forced to pull out of the Scotland squad for their friendly in Cyprus, but has recovered. Centre-backs Zak Whitbread (hamstring) and Dani Ayala (knee) have resumed training, but defender Elliott Ward (knee) is no closer to a return while striker James Vaughan (knee) remains sidelined.

Manchester City striker Sergio Aguero will be monitored ahead of Saturday's Barclays Premier League clash against Newcastle but a groin injury aggravated on international duty is not thought serious. Midfielder Owen Hargreaves has recovered from a minor calf problem but will not be considered due to a lack of match fitness. Captain Vincent Kompany returns from suspension but Carlos Tevez, still absent without permission, is out of contention.
Newcastle boss Alan Pardew will once again be without key midfielder Cheik Tiote for Saturday's daunting trip to Manchester City. The Ivory Coast international is close to a return after a knee problem, but is unlikely to do so before next weekend's visit to Manchester United, while French midfielder Sylvain Marveaux is expected to be sidelined for an extended period as he prepares to undergo groin surgery. Leon Best (groin) and Gabriel Obertan (infected toe) are also doubts, although striker Shola Ameobi should be available after shaking off a hamstring injury and could be joined in the squad by younger brother Sammy, who on Thursday signed a new three-and-a-half year contract.

Wigan vs Blackburn
Wigan defender Antolin Alcaraz misses Saturday's crunch Barclays Premier League clash against fellow strugglers Blackburn through suspension. The Paraguay international is beginning a three-match ban for spitting at Wolves' Richard Stearman during the Latics' loss at Molineux at fortnight ago. Manager Roberto Martinez otherwise has a full squad to choose from with captain Gary Caldwell returning from his suspension.
Chris Samba is touch and go for Blackburn. The Congo defender has been back in training this week after a hamstring injury, but both Scott Dann and Michel Salgado are ready to return to the Rovers defence after spells on the sidelines. Simon Vukcevic is missing however after suffering a badly-broken nose on international duty with Montenegro.
Sunderland vs Fulham
Sunderland boss Steve Bruce will be without midfielder Sebastian Larsson for Saturday's Barclays Premier League clash with Fulham through suspension. The Sweden international will sit out the game after reaching five bookings for the campaign, while striker Connor Wickham is facing weeks on the sidelines with his knee injury. Defender Titus Bramble, who was expected to play for the reserves in midweek after being fined for bringing the club into disrepute, also has a knee problem and is unavailable, as are keepers Simon Mignolet (fractured nose and eye socket) and Craig Gordon (knee).
Fulham will be without Stephen Kelly. Kelly suffered a groin injury on Republic of Ireland duty last week and joins fellow defenders Aaron Hughes (thigh) and Zdenek Grygera (cruciate) on the sidelines. Midfielder Steve Sidwell is recovering from a minor hernia operation and will be handed a late fitness test.
Stoke vs QPR
Stoke boss Tony Pulis hopes to have a trio of players back available for selection for Saturday's Barclays Premier League clash with QPR at the Britannia Stadium. Ryan Shawcross, Marc Wilson (both muscle strains) and Matthew Etherington (back) could all return to the Potters team after missing the 5-0 defeat at Bolton on November 6 through injury. Ricardo Fuller (Achilles) is nearing a comeback but this game is too soon for him, while Mamady Sidibe (knee) remains sidelined.
Midfielder Adel Taarabt is not expected to feature for QPR after spending the week with Morocco on international duty. QPR manager Neil Warnock does have midfielder Akos Buzsaky (Achilles) available while Bradley Orr (Achilles) and defender Matt Connolly (ankle) are close to a return from injury and could feature. Defender Fitz Hall (hamstring) is set to miss out but there was positive news for midfielder Kieron Dyer, who started running in training this week. Striker DJ Campbell is two to three weeks away from full-time training after having a protective boot removed from his foot.
Everton vs Wolves
Wolves boss Mick McCarthy has almost a full squad at his disposal for the Premier League clash with Everton at Goodison Park. Right-back Kevin Foley is the only player unavailable as he continues rehabilitation work on his injured ankle with central defender Jody Craddock having recovered from illness. The Republic of Ireland trio of Kevin Doyle, Stephen Ward and Stephen Hunt are available after coming through their country's Euro 2012 play-off triumph over Estonia unscathed.
Everton midfielder Marouane Fellaini returns after serving a one-match suspension at Newcastle before the international break. Defender Phil Jagielka will play in spite of a broken toe while Tim Cahill is pushing for a start after coming off the bench at Newcastle following his injury problems. Captain Phil Neville came off with another hamstring injury in that match but has had a fortnight to try to regain his fitness.

West Brom vs Bolton

Bolton boss Owen Coyle will give youngster Joe Riley his second Barclays Premier League run-out when the Trotters travel to West Brom on Saturday. The 20-year-old shone on his debut in the 5-0 win over Stoke two weeks ago and will look to give a similar performance in the battle between two struggling sides at The Hawthorns. Ricardo Gardner misses out after picking up a knock while Marcos Alonso (foot) and Dedryck Boyata (ankle) are closing in on returns but Saturday's game comes too early. Tyrone Mears, Lee Chung-yong, Stuart Holden, Sean Davis and Sam Ricketts are long-term absentees.
Swansea vs Man United
Ashley Young will return from a toe injury when Manchester United visit Swansea for the first time since 1982. Young has not featured since the derby mauling by Manchester City last month but has been training for a week and is expected to start. Tom Cleverley (ankle) and Michael Owen (thigh) have both been ruled out until Christmas, Danny Welbeck has not recovered from the muscle strain he suffered on international duty, whilst Chris Smalling (foot) is unlikely to return until Tuesday's Champions League encounter with Benfica.
Swansea manager Brendan Rodgers must decide whether to bring winger Scott Sinclair back into his starting line-up. Sinclair, who has three goals to his name this season, was relegated to the bench for the goalless draw at Liverpool due to a tight hamstring, with Wayne Routledge impressing in his place. Left-back Neil Taylor is fit after suffering an ankle knock at Anfield but the game comes too soon for centre-half Steven Caulker, who is still recovering from the knee injury he suffered at Arsenal in September. Kemy Agustien is again in contention after returning from a hamstring problem, while fellow midfielder Stephen Dobbie is hoping for a place on the bench after overcoming an ankle injury.

Cleverley picked up a knock against Everton two weeks ago, and while it was thought to be a minor problem, it was revealed on Friday that the injury was worse than initially expected.
The 22-year-old's emergence was one of the driving forces behind United's storming start to the season, but despite him now being ruled out till Christmas at least, Ferguson is not concerned that his midfield will be considerably weakened.
"We have options [in midfield]," Ferguson declared on United's official website. "Michael Carrick is back, we've got Darren Fletcher, Ryan Giggs. "I can play Phil Jones there if I wish, we've got Darron Gibson coming back, Wayne Rooney has played there. Park Ji-sung can play there and we've done that in the past with him.
"So I have options and I'm not overly worried about it - I'm happy." And the experienced tactician even hinted he may give Jones a chance to prove his worth in the middle of the park, admitting he has been impressed by the improvement the player has made since joining United from Blackburn in the summer.
"I think since he [Jones] has joined us, his improvement has been really, not remarkable, but eye-catching in the sense that we know he's 19 years of age, we know it's a big step up from Blackburn to United, but he's been absolutely fantastic.
"He can play anywhere, I'm sure of that, he's versatile, he's two-footed, he's quick, he's got good perception of the game." And Ferguson is not surprised that England coach Fabio Capello has likened his young protege to legendary Italian Franco Baresi.
"I'm not surprised [at] what Fabio is saying. I think he [Jones] can be a really influential player for us and England in the next few years."
Having earlier declared his desire to establish himself primarily as a defender, it is likely Jones will have to wait before he gets his chance to do so, as for the moment, it is clear Ferguson regards him as a versatile option that can fill in all over the park.

Reports in France suggested Wenger, who is in his 15th campaign at the helm and has two years of his current contract left to run, would review his position at the end of the season. The Arsenal manager, 62, said: "It was after a conversation where the journalist asked 'there would be no way at all you will ever leave this club?' "I said the only way would be if I feel I did not deliver what I feel is expected from me. Then, if you love the club and feel you are below what people are expecting from you, that is the only way I would consider.
"I am committed to the club and will respect my contract to the end, unless I feel I am not good enough. "That has always been the case." Wenger added: "At the start of the season, there were many people questioning what I do, but I was determined.
"I have to honestly rate the quality of my work at the end of the season and think 'did I take the maximum amount out of the team'? "You want me to say now 'if I do not take Arsenal into the top four, then I will quit', which is what I will not say.
"I do not question my commitment to my contract, I have shown that in the past and will do in the future. "This is the club of my life, and it will remain it, unless I feel I do not do well enough. That should not be something surprising."
After Arsenal spurned several chances, which saw Norwich defender Russell Martin clear a couple of goalbound efforts off the line, the Canaries snatched a shock early lead when Wales striker Steve Morison capitalised on an horrendous blunder by German international Per Mertesacker.
However, in-form Dutchman van Persie made it 30 goals for 2011, the second a sublime finish, after referee Phil Dowd had played a fine advantage following a foul by Russell Martin, to maintain Arsenal's resurgence.
Wenger said: "We missed early chances in the first 20 minutes and then we were 1-0 down. "It made the game difficult against a very dynamic Norwich side, but with our backs to the wall, we responded well. "Once we were ahead, we controlled the game and never were really in trouble. "Overall it was a very positive win, and the team is growing from game to game."
Wenger was quick to praise his captain, adding on Sky Sports 2: "He is exceptional, but we all know within the club that he's an exceptional player. "Sometimes, what was in the way was the fact he was injured. Since he plays, Robin shows just how good he is." Arsenal match-winner van Persie insists a top-four finish is a realistic target.
"It's a very welcome (achievement)," he told Sky Sports 2. "We know Norwich away is a tough game and we've seen this season they've been playing really well at times. We knew it would be a hard task but we played well. "I think we missed a few too many chances and made it a bit difficult for ourselves.
"I should have had at least one more goal. I had four or five chances, I put two in - which is okay but not great, so I have to work on that. "Our aim is to finish in the top four. I'm confident we can achieve that." Defender Thomas Vermaelen said: "We went 1-0 down early on and it's tough to come here.
"But I felt confident from the start and in the beginning we had a lot of chances before they scored. I was confident we could turn the game our way." Norwich have shown a great deal of character following their return to the Premier League, earning a 1-1 draw at Liverpool recently.
Paul Lambert's men again refused to accept defeat, with substitute Grant Holt giving Mertesacker a real test during the closing stages, but were unable to find an equaliser. "Arsenal are a right good side, but the pleasing thing is we were always in the game," said the Canaries manager.
"You are never going to keep Arsenal out for 90 minutes, and the winning goal really hurt us. "At this level, you have to make as few mistakes as you can. "But against every big team, we have always had a foothold and never been out of it, we are up against a really top side, but the lads never disgraced themselves."
Chelsea boss Andre Villas-Boas has insisted he has yet to decide whether to spend during the January transfer window.
The Blues have made a stuttering start to the season, especially at the back, and are reportedly considering defensive reinforcements at the turn of the year. But Villas-Boas said: "It's early doors.
"At the moment, and bearing in mind the compromises we have in the next month, it's wrong for me to speculate on what the squad needs." Indeed, Villas-Boas admitted it might be late into the transfer window before he decides to make a move.
"You saw that in August it got more active for us in the last two weeks of the transfer window, when we bought (Juan) Mata and Raul (Meireles)," he said. "January behaves exactly the same, so we have to assess where we are in the competitions, how the squad is behaving, and make the necessary adjustments.
"At the moment, we are not expecting big, big changes." The expected loss of Didier Drogba and Salomon Kalou for the African Nations Cup could prompt a short-term signing in attack, especially if injuries strike.
"It could be one of the issues," Villas-Boas said. "Bearing in mind the players that could go to the African Nations, we are covered in most of the positions. "If Didier goes we have four strikers. We have four wingers if Kalou goes."
But Chelsea's main area of concern could be defence, amid reports they are considering a fresh move for Porto wing-back Alvaro Perreira. The signing of a centre-half has also been mooted, with Bolton's Gary Cahill a rumoured target.
Chelsea have struggled to adapt to the higher defensive line Villas-Boas wants to play and some fans have begun to question whether it is the right approach with the personnel currently at his disposal.
Villas-Boas, whose side host Liverpool on Sunday, said: "There's always scepticism when you are nine points behind the leader but I think the fans must rationalise what has been achieved in terms of quality of the game.
"We are happy with the way we're playing, the way we are attacking and the way we are defending. "We understand we went through a bad two results and those bad two results influence opinion-making. "Opinion-making and the fans' reaction is based on results and it's perfectly acceptable."
There are no shortage of opinions about the man likely to lead the line for Chelsea against his former club. Fernando Torres has struggled to justify his record-breaking £50million price tag since his January move from Liverpool, while the same could be said for his £35million replacement at Anfield, Andy Carroll.
Sunday could witness the first clash between the two most expensive players ever transferred between British clubs, who some have claimed have been weighed down by their respective price tags. Villas-Boas, who cost Chelsea a reported £13million to prise from Porto this summer, said: "You have to ask the player how he feels with certain price tags.
"But I have the most expensive price tag on a manager and I feel indifferent towards it. "I know my responsibilities towards the club and what we want to achieve and it doesn't make me more or less nervous of carrying it.
"You can get good bargains and good prices and you can pay crazy amounts and, for different kind of reasons, the player doesn't respond to what you have paid. It really depends." As well as pondering signings, Chelsea will be forced to fend off interest in their own stars in January.
Swansea boss Brendan Rodgers has already declared an interest in taking midfielder Josh McEachran on loan, something that has upset Villas-Boas, who has yet to decide whether to farm out the 18-year-old. He said: "I'm surprised that, publicly, other managers are coming across almost calling a player. It shouldn't be allowed.
"Josh is an immense talent. We are counting on him here as a Chelsea Football Club player. "If he makes it through this way with this competition, his future is secure as one of the best midfielders in the world."
Striker Daniel Sturridge benefited hugely from a loan spell at Bolton last season and Villas-Boas said: "I agree. That doesn't mean that we have made a decision yet. "Hopefully, if we decide like that, it can work for our players."

Kenwright and the rest of the Toffees board have come under increasing criticism for failing to sell the club in the last few years.
Everton have been linked with a number of names in recent months but Kenwright said the process was a long way from being concluded.
"We are constantly linked (with people) by the media but that is because we are constantly out there and have been for three years," he said.
"There are normally three or four interested parties and indeed there are three or four interested parties at the moment. "But what you tend to find with interested parties for this kind of deal is it takes time.
"The airwaves are very hot and then suddenly nothing happens for a long time because proof of funds and due diligence have to take place - and we haven't even got to that stage yet.
"You hear the rumour mill that people are in Everton doing due diligence but they certainly aren't. "There are people out there at the moment and hopefully that will result in real serious investment for this club."
Prior to today's victory at home to Wolves there was another march by supporters' group Blue Union to protest about stagnation at the club in relation to finding a new buyer and outside investment which, according to Merseyside Police, numbered about 250.
Kenwright, who has been the target for much of the criticism from the group, said he sympathised with their intentions. "Everyone has a right to protest if they want to protest - that is the only response I can give," he said.
"There is no bigger Everton fan than me and indeed when I met some of these gentlemen I said 'What are you protesting for?', and they want an owner with much more money than the three major shareholders here.
"I absolutely support them on that because that is exactly what I want and that is what I spend most of my life working on."
