ORDINARY Singaporeans may be given the power to issue a fine to anyone they catch dropping rubbish, under a plan to get the community more involved in the nation's fight against littering.

The Government is looking at creating an anti-litter volunteer corps from as early as next year.

Environment and Water Resources Minister Vivian Balakrishnan said his department could enlist and train members of the public and give them the same warrant cards as enforcement officers from the National Environment Agency.

This means they would have the power to issue fines to offenders on the spot.

Dr Balakrishnan said the proposal aims to remind everyone to take ownership of the environment. "The real objective of raising a call for volunteers is this sense of empowerment and sense of stakeholding. It's not just about having more people to issue more tickets. That's an almost trivial exercise."

The proposed volunteer corps will be "in terms of hundreds or more", he added at a community event yesterday.

The ministry will spend the next three to six months canvassing public feedback on the proposal.

SO, FOR ALL THE MILLI0NS SPENT IN THE PAST, WE NOW HAVE TO RESOLVE TO VOLUNTEER CORPS?
WHAT THE GOVT SHOULD DO IS TO UNDERSTAND THE WHYS AND THE WHEREFORES THAT THERE IS STILL LITERING AFTER ALL THESE YEARS.
EXPLORE THE REASONS FOR THE PERSISTENCE IF NOT WORSENING LITTERING PROBLEMS.
AND AFTER SIX MONTHS OF YET ANOTHER WAYANG PUBLIC CONSULTATION, THE PROPOSALS WILL GO THROUGH.

Before anyone volunteer for this -ask yourself why the pappy cannot give this as salaried jobs to the many jobless locals in their 30's and 40's displaced by FT's?
They spent millions of our tax monies on giving scholarships to PRC's, Viets and Burmese ect2 and yet expect us to do their dirty jobs for free?

What's next-volunteer corp to clean hawkers centres?

They purposely refused to place dust bin in opened spce car park and for drivers who wants to dispose off their used parking coupon, they've to walk very far to find a dust bin. Out of convenient, they throw it onto the floor and got fine for littering.
This is ridiculous.

I don't seen to find any bin for me to dispose my used coupons. Don't know about others.
 
Why is he keeps repeating this topic of littering again and again without solving it. The solution to littering everyone knows is either you clean up,education or enforcement and I always see him speak to impress but is he actually putting his words to action?I always see rubbish not cleared for days on road sides.My suggestion to him is to go back to basic and emphasize more on cleaning.If one time a day is not enough ,do it 2 times and make those people living in those dirty places pay more.Emphasize less on education which I think will not work so well on our ever growing foreigners. Likewise,I hardly see enforcement being done.Cleaners are hardly visible every morning and even If I see them,most of them are not cleaning it thoroughly !It is very sad that till today we are still talking about keeping Singapore clean.I suggest to the govt to get someone who can talk less and do more to solve this once and for all!

I think there's a paranoia about terrorists putting bombs into dustbins. Try finding a dustbin inside a MRT station now. :rolleyes:

In sinkie society, "educating" will do nothing. Sinkies only conform when they're hit in the pocket. That is why Singapore will never be a great country without a strong government like the PAP.

I'll go with you on this up to a point. Its not just sinkies doing this though, just look at some places on Sunday evenings and you'll know what I mean.
The non sinkies leave lots of litter in their usual haunts on their off days.
