The reason why Asian countries cannot donate as much as the West is because most of them are poor countries with problems feeding their own populations. You are also forgetting that most Asians do not believe in invading other countries to plunder their resources.

Asian countries are not entirely poor. Most are rich in natural resources. They made themselves poor by plundering their own. The West is not obligated to help them. Even sinkapore

I'm usually on the US' side but I'm not about going to claim that they're magnaminous philantrophists. Huge amounts were spent helping rebuild western Europe and Japan fast after WW2 were mostly for their own political and military interests to keep those satellites democratic, stable and progressive. USSR had already grabbed eastern Europe and PRC at that time was an ally of USSR. US must not only balance the power equation but also keep the economies and democracies up ahead in the Cold War race to ideological and military supremacy.
In short, had US saved the money, western Europeans and Japanese might be mired in poverty for decades. That would risk discontent, instability and open up many opportunities for communist insurgencies.
The US had to. Plus they were reluctant in the first place to enter the war. Till Pearl Harbour. The cost of not rebuilding europe was far more greater.

Asians do not really have the concept of nationalism until the West came to them. Same for Japan, which is regarded as a Western nation. If I am not wrong, I think China during its peak in the Han/Tang dynasty was quite eager to help neighbouring countries as long as they proclaim China as the big brother, same as what the US is doing now. There is no such thing as aid with no strings attached in politics. You will be asked to return some favours sometime in the future.
Singapore is a rich country? Maybe only for the elites. Most of the peasants live in very expensive slum-like pigeonholes which they need a lifetime to pay for and don't exactly belong to them.

Nationalism only came alive after the countries were freed from the western colonialism. Actually some countries were already nationalistic in nature or perhaps a kingdom. Although a monarchy isn't considered nationalistic but some citizens of kingdoms are very loyal to them.
