apples vs. oranges. 5.56mm is fired from a rifle, has more gunpowder in a larger cartridge, is typically a high-velocity, high-energy, lightweight projectile. the 9mm hollow-point slug is 3 times heavier, slower by one third, and has far lower energy with a smaller cartridge (thus less gunpowder) shot from a pistol. 9mm mostly does not exceed 400fpe while 5.56mm typically exceeds 1100fpe.
