There is the occasional infraction by those who paid but it is kept at the minimal. You see that Sam behaves as if he can't be bothered but he is in total control. Even if someone manages to collect 100 monikers with inf(p) power and runs amok, Sam can just raise the infraction bar to 1500 points. He don't even have to ban them.
