Hamas has no power to rule Gaza. Neither the Palestinian authority to rule west Bank.
Israel can seize your property at any time. Or arrest you for no apparent reason. Or shoot you from the fences and no criminal action taken against the perpetrators.
Nor can Palestinians trade with the rest of the world freely like in sinkie. Every deal must be approved by Israel. Cannot even catch fishes 3km off the coast. Nor can they cross the borders. No passport can be issued as it's not a recognised state. You need to get passport from other friendly countries if need to travel. Hamas are only provide local authorities. "after its conquest by Arab Muslims" That proves my point. Buddhism did not decline when the Western Christians took control of the government when they colonized part of the East. Buddhism "declined" because Muslims are evil and they play underhand methods like taxing you like the mafia for "protection" and killing you if you leave after converting and don't allow other religions to spread.
You gotta ask the aztecs, incas, mayans who were looted by the spaniards and forced to convert. Muslims merely tax the people they occupied. Otherwise, how to provide services and utilities?
