Actually any fund from Town Council also belongs to the residents, unless the managing agent or the cleaning contractors pay for it. End of the day - money for replacing the tank comes from their S & C monthly contribution. So residents also lose at the end .

If there is a distinction between PAP Ward and opposition ward , Why there is no distinction between Singaporean and Foreigner. PR and Foreigners get better treatment than Local. Hope the PM can arrest this issue. What can Singaporean benefit if we are treated as Second Class.
