People who commit a criminal offence (encouraging killing, drugs distribution, child porn/pedo, etc) ought to be caught and charged. Everyone from VPN companies, ISP, websites must assist with that. But criticising, cursing and questioning the integrity of public figures and organisations is not a crime, however some countries see it differently woh.
