The problem with tattooing the chest is that it's seen only if you have a heart attack. If you've lost both limbs and you're bleeding to death, the paramedics won't notice it.

That's only if you lose the hand that the bracelet is on. If the arm is severed above the elbow or at the shoulder, they'll see the bracelet when they retrieve the arm.
