Based on HK's poverty line, poverty in Singapore is 25.5%
This is substantially higher than the poverty level in Hong Kong which has already implemented minimum income.

The analysis done here in this article is roughly in agreement to using another criteria "half median income".

Using half of median income as a criteria, it is found that poverty has grown from 16% to 28% in 10 years.
Poverty in Singapore affects about 1 in 4 households compared with 19% in HK and 15% in US.
Singapore has the highest rate of poverty among first world countries.
This is not surprising ....27% of Singaporean workers earn less than $1500 per month (source)
