Ironically, the best option he has is to accept the invitation. Counter-intuitive to many PAP people but that is the case.

Not a matter of belief. I am just stating the point that the best option for him is to take up the invitation but the way I see you PAP people react, I guess he is not going to make the intelligent decision.

I, too, think that this is the best option for him. His only hesitation is transparency. If you can be transparent about the details, I don't see why he will object. The other thing is formality. He will accept it if it can gain him political mileage. He will want to milk the highest publicity from it. So do it officially and he would want details to be thrashed out in the public, I think. Don't expect to have it all your own way.

He is duty-bound to listen to his security people just like the American President has to do likewise with members of his Secret Service.
It might earn Goh some political mileage, but why would it earn PM Lee any political mileage? Please explain.

Don't think it'll be all over the news. If it does, don't think he'll be looking bad. Singaporeans no matter how dumb you think they are know that being "consultative" doesn't mean people can start issuing dares to people. This is a secret society game where the ah beng would say "eh lu bo chee ah"? You think our politics will devolve to that stage?
