re-drawing of boundaries is only effective if there is only local discontent and not all GRCs are contested. in such a situation, the pap can cut off some hostile precincts from hotly contested constituencies and place them under pap strong constituencies eg cutting some Opposition strong precincts from Aljunied and place them under Marine Parade. But such gerrymandering will not be effective if all constituencies are hotlt contested. I expect all constituencies will be hotly contested at the next GE
