Singaporeans outraged by SLA’s S$11.8 million fraud case

“How could fraud go undetected in a statutory board over a two-year period?”

That’s the common question asked by Yahoo! Fit-To-Post (FTP) users regarding the two senior Singapore Land Authority (SLA) officers who were charged with committing S$11.8 million fraud.

Koh Seah Wee, 40, a deputy director at SLA’s Technology and Infrastructure Department, is facing 249 fraud charges.

Christopher Lim Chai Meng, 37, a manager in the same department, is suspected to have conspired with Koh to cheat SLA.

The pair allegedly rendered false invoices for bogus maintenance contracts in transactions between January 2008 and March 2010, worth S$11.8 million.

Over 130 comments have been left behind by FTP users with the best-rated one by Esther, who wrote, “Yet another case to prove high pay does not guarantee corruption-free leadership.”

Another FTP user Youlahthan also questioned the level of audits and checks in government departments.

“Our government department has so many checks in place and yet such things happened. What’s going on? Have we become too complacent, as to let our guards down? Or have our “elite” become greedy to begin with?” he said.

Lily32sg agreed: “SLA should have a team of audit personnel’s and they are responsible for such failures. The authorities should also check if the entities/vendors that the contracts have been outsourced to have any investments connected to these 2 fellows.”

Another user KRK27 said, “You mean to say SLA auditors just did not notice S$11.8million amiss somewhere? They just go through the bills and invoices and not the physical worksites for inspection.”

News reports say Koh awarded maintenance contracts to various companies and was responsible of approving payments ranging from S$25,000 to S$60,000 without any work being done to fulfil the contracts.

According to The Straits Times, Koh used his “earnings” to buy his wife Yeing Nyok Sea a S$1.6 million Lamborghini and his mum-in-law, Kok A Mui, a $300,000 Mercedes Benz coupe.

He also invested in property at Axis@Siglap along East Coast Terrace, and well as purchased various unit trusts.

The SLA is a statutory board under the Ministry of Law. Its mission is to optimise land resources for the economic and social development of the country, ensuring the best use of State land and buildings.

In a joint statement on Tuesday, the SLA and the Ministry of Law said cash and assets worth about $10 million have been located and secured so far.

The two officers were said to have conspired with each other and the business entities involved to enable them to circumvent the checks and balances in the processes.

The Law Ministry set up an independent review panel following the matter in June to look into how the irregularities could have taken place.

The Panel was also asked to recommend improvements to SLA’s systems and processes, some of which have already been implemented.

Disciplinary investigations have also been ordered into the actions of two other officers, whose oversight might have allowed the fraud to go undetected.

Actually if one employee eat $$$ it will be quite easy to uncover. But if 2 employees collaborate, the misdeed is harder to detect. Also it is very hard for external auditors to uncover a fraud case if there is intentional concealment. The Enron cover up took investigators thousands of manhours to unravel.

I think I'm the only one who think 2 years is actually pretty logical timeframe. Most companies audit once a year so 1 year is already gone. After the audit which could take a few weeks, they find something is wrong, they will need to take a while to investigate, which will take another couple of weeks. Report to Police, starts investigate which can take a few months so yeah 2 years seems normal

Problem starts when no computers were delivered but $1 mill was paid out.
If 1000 computers were delivered and the computers cost only $500 from other companies, they will still not be caught. $500K still gets to be pocketed.

If questioned why tender awarded to a company that charges so much more than others, the reply will be round the clock support, 1-1 quality replacement, fast response time, etc. Even if they don't believe you, at the most they can only discharge him from his position and replace with someone else.

The difference is some fraudsters deliver the goods while those who always got caught never deliver anything.

Your example is very 80s. Nowadays a lot of tenders awarded are for services. No body will see any physical delivery of goods acquired.

You see, there are people who are obsessed with PAP and every other matter they would want to relate to PAP, even if dogs cannot shit, they also want to link it with PAP.

If you have worked before in whether its a corporate MNC, SME, you will know such crimes even if committed are not easy to be detected. Don't say on a big scale, on a smaller scale example, building companies awarding contracts to smaller contractors are also very common, but most of the time extra hot money is passed around and doesn't get detected because they get the job done and deliver service. :p

SLA's example was awarding maintenance contracts with no work being done at all. That was Koh's downfall. At least wayang a bit do some acting and show. :p

Yes, frauds and scams happen everywhere, but that's not something you can pin the blame on. When an accident happens, can you blame it on god or luck? In this case extra preventive measures can have been put in place. For instance, was the annual IT maintenance budget justifiable? The sla management has been negligent on this part.

It's very hard to say whether such budget is justifiable.

In many tenders awarded, doesn't mean the one who tender with the lowest cost gets the tender. Most of the time, its the quality of work they promised to deliver and most times that is an area which can bump up the costs. Anyway if anyone finds a hole and want to cheat, he will think of ways and means to see how much he can scoop out without being discovered.

you are telling half the story. when any human being has a chance to steal money and get away with it, he would.

The matter is whether SLA had a system in place to:
1. deny he/she that chance
2. discourage him/her from taking the risk to steal
3. detect any wrongdoing or concealment

It takes 2 sides to make a crime.

The question is low pay = how much corruption vs high pay = how much corruption?

What if you pay highly and you add in the low corruption amount but still end up paying more than if you paid less but with higher corruption rates? This is the thing that cannot be justified because it is almost impossible without long-term studies and even then, it is unlikely to be conclusive. This is the damning reason that you can never use high pay as a prevention mechanism for preventing corruption because you will never know if you are over-paying.

If the answer to corruption prevention (as the government has admitted in this instance) is stricter controls, then why is there a need to bring in high pay as the main justification for corruption prevention? Might it not be possible to keep corruption to a minimum without having to pay through the nose? The government has never been questioned because there is insufficient political opposition.
