The Speaker is a very senior appointment and is not just a ceremonial role. He is non-partisan and must command the respect and confidence of all the MPs. He is supposed to be above the fray! Alas,PAP-appointees have always struggled with their conscience to stay neutral. Personally, I can't see how a PAP MP can be a fair Speaker of Pariament all the time or at least most of the time! .
