Here is a summary for those not familar with what is going on.

There are 4 football bodies int his saga.
FIFA, AFC and FAS which most of us know than there the little known body called the AFF - Asean Football Federation. Its primary role is to block vote its members into AFC and FIFA though it does run competition for show. Regional sports bodies operate typically by block voting and thus constant need to buy votes or secure goodwill by donations to programmes that are not done or do not exist.

Zainudinn - from what is known has no clue what is going on both in Singapore and outside.
Jimmy Lim Chin - another clueless chap who post retirement was rewarded with a hefty salary but he will realise that it has nothing do with merit. It was to provide cover for Winston's salary.

Bill Ng - this one no one no need to discuss.

Winston - this teflon has been pulling the strings for neary 20 years. He was a marketing consutant employed by Sepp Blatter to "cover" Asia. This need no eleboration as the US arrest tells you what the FIFA marketing folks were doing.

In 2014, he lobbied to take on the post of AFC VP. There are number of VPs and protocol wise they are one below the head honcho of AFC. He persuaded Bill to donate thru FAS to AFF for a non-existent programme. Bill knows exactly what the money was for. In 2015, AFF voted to nominate Winston for the AFC VP. As a result Winton was elected unopposed.

In 2016, Zainuddin stood for one of the FIFA council post allocated to AFC. Bear in mind that Winston was already a AFC VP and was a participant in ensuring that AFC revolt against FIFA action in barring a Qatari nominee. All the Asian members were bried. When 44 members voted to pass the agenda, 42 said no, one abstained and only one clown Zainuddin voted yes. So why did Winston not tell the blur fuck what was planned.

Winston is likely to head to China after this to revive his "marketing" consultancy. A big fight is brewing between China and South Korea about their positions in FIFA. So watch as Winston offfers his skill on how to out stage Hyundai's in the FIFA’s world.

By the way, both Ho Peng Kee and Mah Bow Tan remain as advisors in FAS while its decent to worst ranking Is going on.

As a businessman, Hougang United chairman Bill Ng made a name for himself by turning companies mired in tough situations into profitable ventures.

The 57-year-old founded private equity firm Financial Frontiers and is a director of six companies.

He has brought his financial acumen to bear on Hougang United and Tiong Bahru Football Club as well, turning their fortunes around after he took over as chairman.


And he has set his sights on transforming local football, leading a nine-man team to contest the inaugural Football Association of Singapore (FAS) election on April 29.



Last Thursday, Mr Ng boldly stated that he intends to list the ailing local league on the Singapore stock exchange in five years.


But he has since become embroiled in a growing storm that stemmed from a $500,000 donation from Tiong Bahru FC, which reported a gross income of $36.8 million for the financial year that ended in March last year. The amount eclipsed the FAS' budget of $35.8 million for the same period.

When asked about Tiong Bahru's finances, Mr Ng had said: "Tiong Bahru FC would like to offer its accounting records for inspection by SportSG or any government agency if necessary."

By the time he made those comments, SportSG had already filed a police report over suspected misuse of Tiong Bahru FC's funds.

Yesterday, the Commercial Affairs Department also raided the clubhouses of Hougang United and Tiong Bahru, and the FAS office.

The controversy has raised questions over the man running for the top post in the FAS - who exactly is Bill Ng?

Outside of the football scene, the former stock broker built up his wealth by investing in difficult projects through his firm and making them profitable.

He helped to list NagaCorp, a Phnom Penh-based company that operates a casino in the Cambodian capital, on the Hong Kong Stock Exchange in 2006.

That was one of his most challenging projects, Mr Ng told MillionaireAsia magazine, as he recounted the five attempts his team made to list the company - first in Malaysia, then twice in Singapore, before finally succeeding on its second attempt in Hong Kong.

In another instance, Mr Ng turned a former gold exploration company in Hong Kong into a gold producer, and got it listed here in 2011.

"Our returns are handsome. My style involves taking many years to build one project, I'm basically hands-on," he said.

That Midas touch brought him into local football in 2004, when Mr Ng said the FAS roped him in to help Tiong Bahru FC. He helped restructure its clubhouse operations, and made it profitable in four years.

In 2008, he claimed the FAS asked him to help another ailing club, Sengkang Punggol, now named Hougang United.

He then shot to prominence in 2012, when he led a five-man consortium to place a $40 million bid for Scottish football club Glasgow Rangers, which went bankrupt. His bid was unsuccessful.

Mr Ng has also brought a dash of flamboyance to Hougang United, holding its season launch in February at the swanky Lantern Rooftop Bar, atop The Fullerton Bay Hotel.

Players and staff arrived in stylish black suits, led by Mr Ng in a striking blue jacket.

But business and football aside, Mr Ng is also known as man with a heart. In 2014, The New Paper reported how the club stood by one of its coaches as he fought his way back to health from Stage 4 colon cancer. The coach, former defender Amin Nasir, told TNP he was grateful to Mr Ng's "human touch in keeping him on the payroll" even though he was sick.

Mr Ng was quoted then as saying: "How could we simply discard someone when he is going through the darkest part of his life?"

The next year, Hougang United launched a $1 million scholarship programme for budding footballers. By that time, the club already had a healthy bank balance as a result of its successful jackpot operation.

The Cheetahs are the only S-League club that operates without the $800,000 annual subsidy from the Tote Board. In 2014, the club registered a profit in excess of $2 million.

Mr Ng has drawn criticism from some members in the football fratenity, who say his leadership of the clubs is directed at making money. Responding in a TNP report last year, Mr Ng said: "Making money is not a dirty word because that is how we are able to sustain ourselves."
 
Nobody bothered contesting because the funds are controlled by Singapore Pools owned by the Govt. When FIFA embarrassed the FAS, no choice but to look decent by having proper elections. Funding will now be controlled SportsSG. This however unexpectedly opened a can of worms where a a full blown gambling enterprise has been going on for years with kickbacks given to FAS officials to fund their FIFA and AFC council seat campaigns.

Its obvious that people are struggling to connect the dots as shown by your query. By the way, what is not known is that both Zainuddin and Winston have consulted lawyers. Zainuddin failed in his attempt to get a seat but Winston has held a seat in AFC for some years. Also interesting is that FAS council members have been kept in the dark all these years.

As jackpot machines are licensed by the govt, it is interesting to see how 29 machines ended up in one location. Jackpot machines have been authorised in social and sports clubs for decades to fund social and sports activities in mebership clubs. Clearly the abuse is immense in this case. Did it go to football?

At a much higher level and more importantly, it shows that GCT's pack with AMP on the nomination of Malay PAPs is fundamentally flawed as it created a dud and a completely lost individual. The fact that this idiot went for meeting and was the only who voted wrongly while the rest of the Asian members voted in the opposite direction show that he is clueless about football.

When Ganesan ran FAS he had a eminent and well respected chartered accountant to oversee Finance. And he did it for free.



One is the former president of the Football Association of Singapore (FAS) and the other is chairman of two local football clubs. Both have now been interviewed by the Commercial Affairs Department (CAD) in the ongoing probe into alleged misuse of club funds and obstruction of club audits, and the links between Mr Zainudin Nordin and Mr Bill Ng do not stop there.

The former Bishan-Toa Payoh GRC MP is connected to the $500,000 donation that Mr Ng's Tiong Bahru Football Club made to the FAS in 2014.

The donation has hogged headlines ahead of the FAS election next Saturday.


FAS general secretary Winston Lee said it was Mr Zainudin who had asked for the donation, while Mr Ng disputed this even after the FAS released copies of documents to back the claim.


Concern over the donation was another reason cited by Sport Singapore for making its police report on Wednesday that led to CAD raids of Tiong Bahru, Hougang United, Woodlands Wellington and the FAS offices on Thursday.

The Straits Times found other links between the duo. In the minutes of Tiong Bahru's annual general meeting last June, Mr Ng endorsed Mr Zainudin as the next Tiong Bahru chairman.

In the meeting, Mr Ng said Tiong Bahru "needed new blood to take the club forward". He was in turn elected honorary adviser. Mr Zainudin's proposed appointment, to be made after he stepped down from the FAS, was put to a vote and accepted.

Asked about this on Wednesday, Mr Ng, founder of private equity firm Financial Frontiers, said: "We offered Zai but he didn't take it up."


He added that Mr Zainudin changed his mind after receiving a job offer from the Institute of Technical Education (ITE). Mr Zainudin is now deputy principal (development) of ITE College East.

Other documents show links between the two that go beyond football.

A Google cache version of Financial Frontiers' website, dated March 23, listed private equity firm ESW Manage among the companies in its portfolio. A cache is a copy of a page stored by Google as a back-up.

Up to April 15, Mr Zainudin was listed as a director of ESW Manage, on a cached version of its website. His profile has since been dropped from the company's website. ESW Manage has also been removed from Financial Frontiers' portfolio.

ESW Manage is also a sponsor of Hougang United.

Another ESW Manage director is Mr Gary Tan, who is listed as the chairman of Woodlands.

Mr Zainudin did not respond to ST's queries about the Tiong Bahru chairmanship or his commercial ties with Mr Ng.

Mr Ng's spokesman Jose Raymond said yesterday: "It is premature at this point for Mr Bill Ng to comment on any matters pertaining to the queries by the Commercial Affairs Department, which began on April 20.

"As previously stated, Mr Ng will be fully cooperating with the relevant authorities throughout. We thank you for your understanding in this matter."


Associate Professor Lan Luh Luh, deputy chairman of the National University of Singapore's Centre for Law and Business, said there is legally nothing wrong with Mr Zainudin being asked to be chairman of Tiong Bahru, or for him to have business ties with Mr Ng.

But she added: "For good corporate governance, it might be good to disclose his business ties, to both Tiong Bahru FC and the FAS.

"If you have nothing to hide, just disclose."

ST understands that some members of the previous FAS council were unaware of the commercial ties between the duo.

Of the four people interviewed by the CAD so far, the only one with no direct connection to football is Ms Bonnie Wong. She is believed to be Mr Ng's wife.

She is also the majority shareholder of Polygon Ventures which, according to documents checked by ST, is the landlord of Tiong Bahru's clubhouse in the basement of People's Park Centre.

The clubhouse became the focus of attention after ST first reported this week that its 29 jackpot machines collected close to $37 million last year, more than the FAS budget of $35 million for the same period.

SINGAPORE - The police probe into the alleged misuse of funds at Tiong Bahru Football Club and attempts to block club audits widened on Friday (April 21).

Former Football Association of Singapore (FAS) president Zainudin Nordin and current general secretary Winston Lee have been questioned by the Commercial Affairs Department, in addition to Tiong Bahru chairman Bill Ng and his wife Bonnie Wong, The Straits Times understands.

The probe, which started with raids on three football clubs and the FAS offices on Thursday, came after the national sport governing body Sport Singapore (SportSG) made a police report against Tiong Bahru on Wednesday night.


CAD officers raided the clubhouses of Tiong Bahru FC, Woodlands Wellington FC and Hougang United, and the Jalan Besar Stadium offices of the FAS on Thursday and carted away documents and computers.

Mr Ng, who is chairman of both Hougang and Tiong Bahru, and a contender for the post of president in the FAS election on April 29, has been engaged in a war of words with Mr Lee over a $500,000 donation, another area of concern cited by SportSG in its police report.


The money came from Tiong Bahru. The clubhouse with 29 jackpot machines took in $36.8 million last year.

It is in the basement of People's Park Centre and according to documents obtained by ST, the landlord is a company that lists Ng's wife, Wong, as the majority shareholder.

SINGAPORE - National sports agency Sport Singapore on Thursday (April 20) filed a police report against over the suspected misuse of Tiong Bahru Football Club's funds, in the latest development of the Football Association of Singapore (FAS).

The spat began wih Tiong Bahru FC chairman Bill Ng claiming that he knew little of how his $850,000 donations to FAS were used, and wound up with Mr Ng's football club being investigated.

With donations totalling hundreds of thousands of dollars and fingers pointed in various directions, here is a timeline of the events as they unfolded.



APRIL 13

At the unveiling of the Game Changers' election manifesto, presidential hopeful Bill Ng reveals he has made donations totalling $850,000 to the Football Association of Singapore (FAS).He claims that he knows little about how the money has been used and urges the media to query FAS general secretary Winston Lee.


APRIL 14

In the wee hours, Mr Lee issues a statement, calling Mr Ng's insinuations "baseless and untrue". Mr Lee explains that $500,000 was donated by National Football League club Tiong Bahru FC, of which Mr Ng is the chairman, towards developing the Asean Football Federation's (AFF) Football Management System. That same day, the AFF issues a statement that thanks a Singapore NFL club for the donation.


APRIL 15

An FAS spokesman reveals that it was former president Zainudin Nordin who had asked Mr Ng to make donations to the AFF for the system.



APRIL 16

National sports agency Sport Singapore calls on the new FAS council, which will be elected on April 29, to "provide a complete and satisfactory report on the management of these matters".



APRIL 17

The Game Changers sends a statement saying that "when Bill Ng agreed to Winston's request for a donation, it was strictly on the basis that the money was to be used to benefit Singapore football, especially our local clubs".

The team also insists that "the former president Mr Zainudin Nordin did not approach Mr Bill Ng over the AFF Football Management System at any time".


APRIL 18

The AFF publishes a statement on its website at noon saying that it was the FAS which had donated the money for the Football Management System. Five hours later, the AFF performs a U-turn by amending its statement to say that it was an NFL club (Tiong Bahru) that gave the money through FAS.

In the evening, Mr Lee produces a series of cheques, payment vouchers and a letter to show that it was Mr Zainudin who had asked Mr Ng to donate the $500,000 to the AFF and that Mr Ng was aware that the money was for the AFF's Football Management System.

Mr Ng responds by saying that the FAS general secretary gave him a letter requesting a donation for the AFF's Football Management System in 2014. Mr Ng signed as he felt that he wanted to support FAS.


APRIL 19

Mr Lee retracts his statement against Mr Ng. FAS' communications department said legal advice is being sought.

The Straits Times reported that Tiong Bahru FC's gross income in the last financial year was reported to be $36.8 million.The amount eclipses the FAS' budget of $35.8 million for the same period.

Although Tiong Bahru's income numbers have not been made public before, Mr Ng has made no secret of its winning formula - jackpot machines.


APRIL 20

Mr Ng declares that he is willing to open Tiong Bahru FC's books for inspection by Sport Singapore or any other government agency.

National sports agency Sport Singapore lodged a police report over the suspected misuse of Tiong Bahru FC's funds and a purported attempt by a senior officer of the Club to delay and/or obstruct the completion of audits into the S.League sit-out clubs.

The police confirmed that the report was filed, and said it would conduct "thorough investigations" and take appropriate action.
