North Korea’s bombs and missiles are only aimed at the US, Pyongyang’s chief negotiator says. He said there was no reason to raise the issue of nuclear weapons during talks with the South.
“All our weapons including atomic bombs, hydrogen bombs and ballistic missiles are only aimed at the United States, not our brethren, nor China and Russia,” the chairman of the North’s Committee for the Peaceful Reunification of the Fatherland, Ri Son Gwon, said during a joint statement with South Korea on Tuesday.

That tweet, like many of Trump’s online interventions, was met with anger from critics across the globe.

Pyongyang has consistently boasted about its nuclear and ballistic missile capabilities, claiming after its November launch of a Hwasong-15 that the intercontinental ballistic missile (ICBM) was capable of hitting the entire US mainland. Following the launch, US envoy to the UN Nikki Haley warned that North Korea would be “utterly destroyed” if a war were to break out between Washington and Pyongyang.

Following Haley’s statement, Russian Foreign Minister Sergey Lavrov said such remarks - along with regular military drills in the region - only serve to provoke Pyongyang. Both Moscow and Beijing have backed a so-called “double freeze” program which would see the US suspend drills with Seoul in exchange for Pyongyang halting its missile and nuclear tests. That plan was swiftly rejected over the summer by Washington, which claims it has the right to conduct exercises with its ally South Korea.

The Trump administration is expected to reveal a new, hawkish nuclear doctrine, which reportedly incorporates more cases in which it would use nuclear weapons, and also mandates the development of smaller-yield, simpler warheads.
The new Nuclear Posture Review (NPR) is expected to be revealed sometime after President Donald Trump’s state-of-the-union address in late January and will be the first update of the key strategy document in eight years.

According to Jon Wolfsthal, a former special assistant to Barack Obama on arms control and non-proliferation, the final draft that he reviewed is pretty hawkish, but some of the more aggressive suggestions from the initial variant have been dropped. Wolfsthal described the document to The Guardian.

“My read is this is a walk-back from how extreme it was early on. It doesn’t have as much terrible stuff in it as it did originally,” Wolfsthal said. “But it’s still bad.”

One of the key changes to the US policy would be an expansion of circumstances in which a nuclear attack would be considered. Under the new NPR, a conventional attack that causes mass casualties or targets critical infrastructure may trigger a nuclear retaliation from the US.

The Trump administration also wants to develop new types of nuclear warheads. One would be placed on Trident D5 submarine-launched ballistic missiles (SLBMs) and have just the fission part of a thermonuclear device, resulting in a smaller yield. Another would be a sea-launched nuclear-tipped cruise missile.

The stated goal for developing new types of weapons is that, if Russia engages in a conflict with NATO members in Eastern Europe, it would presumably use its tactical nuclear weapons early-on and hope that the US would hesitate to use its more powerful strategic nukes in response, out of fear of escalation.

This gamble theory contradicts Russia’s public military doctrine, which states that Russia would only use its nuclear arsenal in response to an attack with weapons of mass destruction, nuclear or otherwise, or a conventional attack threatening Russia’s existence as a sovereign state. Under the document, Russia would use tactical nukes against NATO only if NATO starts a war of aggression to topple the government in Moscow.

Russia’s posture doctrine was updated in 2014, amid growing tension with NATO, and perceives Russian tactical nuclear weapons as a way to balance out the alliance’s overwhelming supremacy over Russia in conventional forces.

Wolfsthal questioned the necessity for developing smaller-yield warheads, saying the US already has such weapons in its arsenal, in the form of B61 gravity bombs, some of which are stationed in Europe, and of air-launched cruise missiles.

The earlier versions of the US draft included proposals to develop nuclear hyper-glide weapons and to remove assurances to non-nuclear nations that the US would not attack them with its nuclear weapons, but these were dropped, Wolfsthal said.

US strategists may believe that relaxing restraints on the use of nuclear weapons may give Washington more flexibility, but the erosion of its strategic deterrence in the long run will not make America – or any other nation – safer, Adlan Margoev, a nuclear nonproliferation expert at Moscow-based global security think-tank PIR-Center told RT.

“The use of nuclear weapons was long considered something unthinkable by the public, with neither Russian nor American leadership perceiving a nuclear attack even with a single warhead as an option,” he explained. “The people who propose limited use of nuclear weapons are eroding the fear of nuclear weapons and the global destruction they can cause. Enshrining such a view in the US nuclear doctrine would impact negatively global strategic stability.”

Iran has the capability to increase its enrichment of uranium, the country’s atomic energy agency has said, noting that Tehran will perform the “necessary actions” if the US re-imposes sanctions on the country's oil exports.
“If the suspension (of sanctions) is not continued it’s a violation of the [Iran nuclear deal] and the Islamic Republic of Iran will, of course, take the necessary actions,” Atomic Energy Organization of Iran spokesman Behrouz Kamalvandi told state TV, as quoted by Reuters.

Kamalvandi declined to elaborate on what those “necessary actions” might be, but said later in the same interview that “the capacity exists within the atomic energy agency to speed up nuclear work in various fields, particularly in the field of enrichment, which can be increased several times more than in the period before the nuclear agreement.”

US President Donald Trump has until mid-January to decide whether sanctions will be re-imposed. The suspension is part of the landmark deal agreed between Iran and six world powers under Barack Obama’s administration, which saw an easing of sanctions in exchange for Iran’s curbing of its nuclear program.

Trump has called the nuclear agreement the “worst deal ever negotiated,” and has stressed that he could cancel US participation in it “at any time.” He refused to certify Tehran’s compliance with the deal in October.

Referencing Trump’s upcoming decision on sanctions, Kamalvandi said “the American government should think wisely... even though they have shown until now unfortunately that they are not thinking or acting wisely.”

Also on Wednesday, a senior aide to Iranian President Hassan Rouhani said that Trump’s unpredictable personality makes it difficult to determine whether sanctions will be renewed. “We are prepared for the worst-case scenario,” Takht Ravanchi said, according to state media. “Not only in the political field but even on the economic front.”

Kamalvandi’s remarks come just two days after the head of Iran’s atomic energy agency stated that Tehran may reconsider its cooperation in the nuclear agreement if the US fails to respect its commitment to the deal.

“If the US does not meet its commitment in the JCPOA (Joint Comprehensive Plan of Action), the Islamic Republic of Iran would take decisions that might affect its current cooperation with the International Atomic Energy Agency (IAEA),” Ali Akbar Salehi said during a Monday phone call with IAEA general director Yukiya Amano.

　　就在两天前，新华社和中国驻叙利亚大使馆官网也发布了同样的公告。

　　三次公告中，“再次提醒”四个字不能不引起人们的注意——这也是在不到两个月的时间里，中国外交机构四次发布公告提醒公民不要前往叙利亚。

　　在短时间内密集发出提醒，即使对身处战乱地区的中国驻叙利亚使馆来说也是首次。

　　对此，使馆公告中给出的解释是：第一则公告于2017年11月21日发出后，仍然有旅行社组织所谓叙利亚摄影旅游……

　　但如此苦口婆心地劝阻下，某些中国旅行社和游客们的做法又是怎样的呢？

　　通过新华社驻大马士革记者郑一晗，小锐了解到，使馆公告中提及的摄影旅游团由多名游客组成，于2017年12月15日抵达叙利亚，在三天时间内游览了大马士革、霍姆斯和阿勒颇三座城市。

　　据郑一晗了解，该旅游团在叙期间疑似与随行保护人员发生小费风波，但并未联系使馆，在风波解决后已离开当地，万幸没有遇到危险。

　　但该旅游团的行为依然让郑一晗感到震惊，因为他们所游览的三座城市都存在极大危险。

　　郑一晗告诉小锐：大马士革主城区以东2、3公里就是反政府武装控制区，武装分子经常往城区发射迫击炮或火箭弹。阿勒颇市虽然被政府军收复，但所在省西部极端组织武装并未肃清。此外，从大马士革到阿勒颇原有的主干道被反政府武装控制，需要绕行沙漠公路，路远不说，部分路段距反政府武装控制区很近。

　　“昨天（1月9日），大马士革主城区还遭严重炮击导致5人死亡，而旅行团游览的老城就在东边，很容易落炮。”

　　郑一晗说，虽然叙利亚旅游部宣称旅游业已得到恢复，但事实上目前叙利亚基本看不到外国游客，更重要的是，叙利亚当前局势或者条件根本不具备旅游接待能力。

　　去年14条提醒，都没能拦住中国游客奔赴火山的脚步……

　　其实除了旅行社组织的摄影团，这两年冒着战火前往叙利亚的还有不少自助背包客。

　　这两天小锐所查阅的国内各旅游平台中，只有一家自动屏蔽了叙利亚自助游的栏目，其他平台相同栏目下仍保持着相当活跃的更新和交流。

　　面对一些中国游客不顾危险地对叙利亚旅游抱有的执念，有网友表示不解：“居然还有去叙利亚摄影游的。直播战争现场还是绑架案啊？”

　　中国驻叙利亚使馆这波公告引发的关注，很容易让人想起几个月前，巴厘岛阿贡火山爆发导致中国游客滞留的事件。

　　去年11月底，位于印尼巴厘岛东北部的阿贡火山持续喷发，导致当地机场关闭，上万名中国游客滞留。

　　好在祖国“给力”。在我驻登巴萨领馆的全力调配下，东航、厦航、南航等紧急调派客机，“空机来，满机走”，安全回国的游客也纷纷表示：看到五星红旗的时候，“超有安全感”。

　　乍看之下，恍若电影《战狼2》的又一现实版。

　　然而事实的另一部分真相却是：从去年9月到12月，阿贡火山危机爆发前后，中国驻登巴萨总领馆针对中国游客发布的“暂勿前往旅游”的提醒就多达14条——

　　9月20日，总领馆紧急提醒：阿贡火山近期可能喷发，请中国游客务必注意安全。

　　11月21日，阿贡火山首次喷发，总领馆发布的提醒，从“谨慎前往”，升级成“暂勿前往”。

　　11月29日，1.7万中国游客滞留，总领馆在临时开放的机场设立了中国游客咨询中心，为回国游客提供协助。

　　12月1日，总领馆再次延长了安全提醒有效期，且强调：“因获得协助而产生的费用需完全自理。”

　　新华社驻雅加达记者梁辉告诉小锐，中国驻登巴萨总领事馆之所以多次发布安全提醒，一是基于当地灾情的不断变化，二是基于对中国公民与游客的安全出行与旅游负责。

　　梁辉介绍说：“据我所知，为协助滞留中国游客尽快回国，在巴厘岛机场出发大厅众多外国领事馆设立的咨询服务台中，中国的领事官员最努力，最辛苦，也最晚撤台。”

　　但在社交网站上，至今仍可看到网友当时发出的帖子：我想去巴厘岛看火山喷发，求攻略……

　　巴厘岛、叙利亚、伊拉克……近年来，随着国人生活水平的提高，中国游客的脚步越走越远，而对驻外机构而言，领事保护的压力也就愈来愈大。

　　为解决日益增多的领保案件与驻外使领馆领保岗位力量不足之间的矛盾，各驻点对所有可行途径进行了尝试和探索，例如发动当地华侨华人力量、成立华助中心、广泛布点等。

　　来自使领馆的安全公告提醒更是“常规动作”：记得打疫苗、不要随意下水游泳、要尊重当地风俗习惯、不要前往危险地区……

　　此等用心良苦，堪比冬天出门前“怕你冷”的爸妈了。

　　而在广大网友们看来，那些置使馆提醒于不顾、出了事又反赖国家救援不力的中国游客，就像是仍未长大的“巨婴”。

　　据央视新闻客户端消息，在今天（1月10日）下午的2017年度领事工作国内媒体吹风会上，外交部领事司司长郭少春表示，根据中国驻外使领馆的数据，2017年海外意外身亡的中国公民达649人，其中交通安全事故169人，溺水等旅游安全事故156人。这两项原因共占意外身亡总人数的50%以上。

　　郭少春称，外交部和驻外使领馆密切关注世界各地各类安全风险，及时、慎重地发布安全提醒，全年共发布一千余条，目的就是希望大家最大限度规避安全风险。

　　“希望每一位出国的中国公民高高兴兴出门，平平安安回家，这是领事工作者最大的心愿。”他说。

【解局】重磅！中央政治局确定修宪四大原则

今天下午，又传来重磅消息。

中央政治局12日召开会议，决定1月18日至19日召开十九届二次全会。这次全会一个重要的议题就是修改宪法。会议重点听取了《中共中央关于修改宪法部分内容的建议》稿在党内外一定范围征求意见的情况报告，决定根据这次会议讨论的意见修改后将文件提请十九届二中全会审议。

宪法是国家的根本大法，修改自然非常慎重。会议肯定了现行宪法是“是符合国情、符合实际、符合时代发展要求的好宪法”，“我国宪法确立的一系列制度、原则和规则，确定的一系列大政方针，具有显著优势、坚实基础、强大生命力，必须长期坚持、全面贯彻”，这就从总体上肯定了现行宪法，以及在这个宪法实施前提下的法治成绩。

这些年，中央对宪法在治国理政中的重要地位和作用也是高度重视，尤其是明确“全面依法治国”之后，宪法的实施更摆在了突出位置。会议说，“依法治国首先要坚持依宪治国，依法执政首先要坚持依宪执政”。宪法首位是法治国家的基本理念。

但是“明者因时而变，知者随事而制”，宪法是根本大法，但也必须根据时势作出相应的修改。这次修宪的重要时势依据就是三个字：“新时代”。会议是这样表述的：“宪法修改是国家政治生活中的一件大事，是党中央从新时代坚持和发展中国特色社会主义全局和战略高度作出的重大决策，也是推进全面依法治国、推进国家治理体系和治理能力现代化的重大举措”，修改宪法“是为了更好发挥宪法在新时代坚持和发展中国特色社会主义中的重要作用”。

要写入什么呢？“党和人民在实践中取得的重大理论创新、实践创新、制度创新新成果”，“体现党和国家事业发展的新成就新经验新要求”，把这些创新成果上升为宪法，成为整个国家运行中的根本遵循。因其重要性，所以党中央要用一次全会专门讨论这个问题。

这次会议更重要的是确定了修改宪法的四个原则：

一、坚持党的领导，坚持中国特色社会主义法治道路，坚持正确政治方向——这是体现政治性。

二、严格依法按照程序进行——这是体现程序性。

三、充分发扬民主、广泛凝聚共识，确保反映人民意志、得到人民拥护——这是体现人民性。

四、坚持对宪法作部分修改、不作大改的原则，做到既顺应党和人民事业发展要求，又遵循宪法法律发展规律，保持宪法连续性、稳定性、权威性——这是体现专业性。
