Responding to a less-than-stellar showing in the latest Town Council Management Report - where the Aljunied-Hougang Town Council (AHTC) was rated red for arrears management and did not complete its submission for the new Corporate Governance indicator - AHTC Chairman Sylvia Lim said the audit process for the report took "longer-than-expected".

The AHTC is now finalising its auditor's Management Letter, which together with a self-declared corporate governance compliance checklist, is used to assess corporate governance.

Ms Lim said that after the General Election last May, the town council was notified that its Computer and Financial Systems, jointly developed by the People's Action Party town councils, would be terminated from August. The AHTC had to develop its own financial system within two months, and did so in phases.

"This recent audit thus required a reconciliation of books maintained under two different Financial Systems and a lot of time was spent with the auditors identifying and re-classifying accounting items in order to gel them for the audit," said Ms Lim.

She also assured residents and the public that S&CC arrears will be the town council's priority next year, and it has established a "stringent" arrears management process and a finance committee to oversee the matter.

What the report did not mentioned, which was in Sylvia Lim's press release was that the Computer and Financial System (CFS) was developed by all PAP Town Councils including Aljunied. When PAP loses Aljunied, the CFS was "sold" to a dormant company and leased back by the PAP Town Councils. The company then told AHTC to fuck off! Obviously, they are out to sabo WP.

I would like to know, though, is whether the CFS was developed with public fund? Who are the shareholders behind the dormant company? What are the fees for the lease for each PAP TCs? Is it cost effective compared the the original arrangement before the sale?

If the residents dont mind and like WP,,,all will be forgiven as its not WP fault. However since PAP is playing such an underhanded game with tax payers monies,,than PAP need to be made accountable for such a screw up...

Why were there no issues raised then and the guilty went unpunished?????
