Lim Hwee Hua is a patron to the Institute of Certified Public Accountants of Singapore. As you know she is also the second Ministar of Finance. Obviously she has a bunch of accountants to be her running dogs, i won't be surprised if she gets some of these top people in the accounting profession to find fault with the accounts. It is very easy to find fault with a set of accounts because in many areas there are judgement involved... where judgement is involved you can get a a few qualified persons to discredit another. Lawyers or doctors will not do that to each other, but i am not sure about accountants. Hence it depends how dirty PAP wants to play. So much for LHL's "sincere" apology.

Now... the auditor for Hougang TC is a small local company. If this bitch wants to go offensive, she could go to the extent of getting PWC or EY this kinda company to whack the Hougang TC report and its auditors. International Accounting Firms are famous for screwing one anothers backside.

SINGAPORE - Second Finance Minister and adviser to Aljunied grassroots organisations, Mrs Lim Hwee Hua, 52, said her comments on the finances of Hougang Town Council were not meant as a personal attack on Workers' Party (WP) chief, Mr Low Thia Khiang, 54.

She said it was regrettable that Mr Low took it that way.

Mr Low had said at a party rally on Tuesday night that Mrs Lim's comments were an attempt to discredit him.

Mrs Lim explained that a town council looks after a series of assets, such as commercial and residential properties.

And the finances belonging to an HUDC estate, such as the service and conservancy charges collected and the sinking funds allocated, could be extracted from the accounts.

She said: "To me, it's quite a straight forward and simple request. I'm not quite sure why it's difficult for that request to be fulfilled after so many months."

On Sunday, Mrs Lim had revealed that a Hougang HUDC estate undergoing privatisation had asked for details of their estate's accounts and sinking fund from the town council.

And the delay had prevented the residents from planning the privatisation of their estate.

The residents had even sent a lawyer's letter to the town council.

In contrast, Mrs Lim said that when an HUDC estate in Aljunied Group Representation Constituency underwent privatisation, the town council was able to provide the accounts within a few weeks.

She added: "I'm not making any judgment on why the answer is not forthcoming, it's just that I find it a little puzzling. If he has a reason for not disclosing those accounts, then I think he should just explain to his residents."

Responding to Mrs Lim's earlier comments, Mr Low had told a rally on Tuesday that the separation of accounts was taking some time as they wanted to get it right.

He also said that the relevant parties were being kept informed.

Mrs Lim said she was interested in this issue as Mr Low was contesting in Aljunied for this election.

She said: "They would run the town council if elected. I think the people of Aljunied deserve to know what sort of town management quality they can expect."

Mrs Lim said that as the adviser to grassroots organisations in Aljunied, she had raised the issue on behalf of the residents.

I am not sure why it is so difficult for Mrs Lim to explain the minibond debacle for town council funds. Since when are town council funds investment funds? You know, the minibond debacle has elapsed for more than 2 years. How come no proper answer?

Confirmed conceded defeat. LTK replied with a detailed explanation of town council accounting procedures and challenged her to report him to CPIB if she thinks there's something missing or messy. And next (this) morning, LHH said no, no, no, just a misunderstanding, she didn't mean it that way. LHH is an accountant by profession and 2nd Minister of Finance.

ask some accountants for honest answers, many ever called their company accounts messy..... it does not suggest any wrongdoing nor material discrepancy/error in the accounts (like what the public is referring to)....

there is no fixed method of keeping accounts...
eg..
one person uses excel spreadsheet and bank services,
another person uses toilet rolls to record the intakes and tin cans to keep cash..
if both exercise adequate internal controls, then both are equally accountable... although the latter would be messy to extract information...

I am not a book keeper, I ask my friends one.:smile:

I think, the medium for record keeping is not the main issue in this context.

Just to give a simplistic illustration:

Messy accounts is a taboo word in finance discipline. "Messy accounts" gives rise to a whole range of risks, i.e. detection risk, audit risk, control risk, errors in information etc.

For example; if errors in information arises, internal control will fail, budget control and funds management will also fail etc.

And if there is detection risk, wrong doings will be difficult to detect. etc etc. Therefore, increases the risk of frauds (hate to use this word:o) etc.

And Zombie, materiality can be qantitative and qualitative. If a cashier borrows SGD100 dollars without authorization, from the treasury of a multimillion dollar company, it is also considered "material". Maybe, you already know:smile:

So the term "Messy accounts" do have negative connotations stretching as far, and as wide as ones imagination allows. But, not conculsive of any wrong doings.

This guy still not a big shot in ICPAS. Imagine the President of ICPAS (a Malaysian botak) who is also head of Finance in Pasir Ris-Punggol TC, lost substantial sums of TC funds during Lehman crisis. Nobody asked him or Teo CH or Teo SL for accountability. Also, always see Teo SL sitting at VIP table at ICPAS functions. KNN really hate that chow Malaysian botak for politicising a professional body.
