When I viewed this thread, the post starts off with a video clip of a parliamentary debate, a question by Jamus for Jo Teo. I never ever care to watch SG parliamentary debates unless absolutely necessary to clear certain facts. I this case, I have no choice but to watch this video clip full. I had to view the video clip myself as everyone and every post was condemning Jo T filled with vulgarities, that Jo T did not answer a simple question raised by Jamus; instead Jo T was "beating about the bush" and said nothing! So the vote by Sammyboy seems to be: Jamus vs Josephine is 30-0! - Josephine Teo totally trounced in parliament. Sad to say, this Sammyboy opinion poll is not supported by facts if only the posters could understand what was spoken in this video clip.

I went through all the posts in this thread hoping someone would just tell what was Jamus' "simple question"; till the end of the thread, I could not know what question Jamus actually asked. I had to watch the video myself. I have now gone through in detail what Jamus' question was. I now have doubts if any of the posters here know what Jamus was asking.

This is what I found from this clip:
I) Jamus Lim's intelligence is much overrated. He could pass exams to get a B.Sc degree in Economics and a Ph.D. Paper qualification is not proof that a person is smart. Jamus was asking if "slowing down rate of issuance of EP, S-pass" (35,000 down to 9000) will "ensure local PMETs do not get displaced". Of course. If rate of pass holders are reduced, it follows from simple logic that we would be allocating more of available jobs to locals in any new job recruitments. Jamus could not even ask a proper question! (a person who talks for the sake of talking cannot be smart) He just use the term "diminishing return" to try to impress with his "scholarship"; there is no need to use such technical terms unless called for as not all MPs are scholars. What Jamus wanted to say was that jobs have already been filled, etc... we may not have PMET job openings now...Jamus don't need to "act smart" by talking about rate versus actual numbers issued - 35,000 down to 9000. Neither Jamus nor Jo Teo know if the "rate" is falling. The rate can only be known with a full 2020 data of how may PMET jobs had gone to foreigners versus locals and comparing the rate with rates from earlier years. Such data is not yet available. The fall in absolute numbers from 35,000 to 9,000 is due to the pandemic.

II) I found Josephine Teos's reply to be very clear. She was talking about manpower policy, etc... (I did not examine her answer in details). What she meant was why do we need to have foreign workers IF SG could do better without them. So all the posts in this thread that attack minister Jo is out of spite for the PAP and not founded on logic and facts. But I can't say for sure if Jo Teo is worth the million dollar salary.

You force me to again revisit the video and to review the exchanges the nth time. I have got a clearer understanding now.

When I first clicked on the video, I found it a little difficult to follow what Jamus was trying to say. I had to go over his words a few times and stopped to think - that was what I meant by saying I had to examine his speech in detail. What I finally understand is that Jamus was just talking because he felt the need to show himself by asking a question as an MP. He had no proper issue to question Joe Teo and to put forward a proper question. I will summarize what question Jamus was trying to ask (I revisited the last portion of Jamus' speech).

Jamus :"...because the pmet positions may have been secured and it is no surprise that the actual numbers required actually goes down."
Jo: "I only stated the facts. I did not say one contributed to the other....I would like to address Jamus other question. Are we satisfied with slowing down the rate of growth..."

OK. My "clearer" understanding. Both of them were trying to be smart. There is no "slowing of rate of issuance of ...EP S-pass... etc". The use of the term "rate" is misleading and improper. The term rate should be used when we are expressing relative increase like interest rates; it is a proportion of an initial amount, thus we have interest as a percentage of the principal sum. In proper economic context, rate of an increase is never to be compared to any absolute increase in a quantity. So they were both talking about an absolute number of passes issued in a certain period (detail not found in the clip itself), falling from 35,000 to 9,000. Come on! Don't talk about "slowing of the rate of issuance..."; just say the number of passes issued has gone down from 35,000 to 9,000. When an atomic bomb drops on parliament house, the number of passes drop from 35,000 to zero! There is no rate any more!

Jo Teo too was acting smart with "...one contributed to the other". The one is what Jamus ask: "...that local pmets not displaced"; the other was "slowing in rate of issuance". Jo was just trying to say that MOM has yet to address the issue of local talents being displaced by foreign talents. She did not want to make a commitment of what MOM's position is on the issue. This is also what Jamus was trying to ask, but he took 20 times as many words to ask the simple question: "How has a drop of number of passes dropping from 35,000 to 9,000 relevant to whether local talents have been displaced for pmet jobs. PERIOD."

The video clip does not give what actually the numbers 35,000 and 9,000 were. My guess is that because of the pandemic, the number of pmet job openings have gone down.
