India: Delhi fire kills 14 at eunuchs' gathering

The site of the fire in Delhi on 20 November 2011 The fire was reportedly caused by an electrical short circuit

At least 14 people have been killed and more than 40 others injured in a fire at a gathering of eunuchs in the Indian capital, Delhi.

The fire broke out on Sunday evening when a three-day convention of eunuchs was about to end.

It is thought that a short circuit in the electricity line sparked off the fire which then spread to the makeshift tent under which people had gathered.

Local people helped put out the fire and took the injured to the hospital.

The gathering at Nand Nagri in east Delhi was being attended by hundreds of eunuchs from all over India and neighbouring Bangladesh and Nepal, reports said, at a convention held once every five years.

There are hundreds of thousands of eunuchs across South Asia. The term is used to refer to transvestites, transsexuals and people who see themselves as neither male or female.

Many make a living by dancing at weddings and other ceremonies, but they face significant discrimination and live on the margins of society.

"We were performing evening prayers and many of us were also having food when there was an electrical short circuit in a chandelier. The sparks triggered off a fire and in no time the tents were engulfed by the blaze," Komal, a participant, told The Hindu newspaper.

Fire brigade officials said they pulled out 12 charred bodies from the gutted tents. Two people succumbed to burn injuries later in hospital.

The Delhi government is investigating allegations that the organisers of the gathering had not sought permission from the fire department.

The blaze broke out on Sunday evening and quickly spread through tents erected in the east of the city for the three-day gathering of thousands of eunuchs.

Police said a short circuit in an electrical system may have sparked the fire.

Eye-witnesses recounted the horror of watching their friends caught up in the inferno.

"We were serving tea to some activists from Haryana when the tent above our heads just exploded in flames," Swapna Kumari, one of the participants, told the Hindustan Times newspaper.

Fire brigade officials said they pulled 14 charred bodies from the gutted tents. One person died on the way to the hospital.

In India the term "eunuch" is mostly used to refer to cross-dressers and pre and post-operative transsexuals.

Indian eunuchs are severely marginalised and, unable to get jobs, often rely on begging and the sex trade for income.

Eunuchs weep for victims of a fire accident on Sunday evening, outside a hospital in New Delhi on Monday. The blaze, which killed 15 people, happened during a gathering of thousands of eunuchs at a prayer ceremony and feast held once every five years at a fairground in the Nand Nagri neighbourhood of east Delhi.

New Delhi: Many eunuchs belonging to the Akhil Bharatiya Kinnara Samaj waited overnight outside the Guru Tegh Bahadur Hospital here, searching for missing community members, a day after a fire at a congregation in east Delhi left 15 dead and 31 injured. Many were angry at not being allowed to see the bodies.

According to doctors, the bodies were burnt beyond recognition in the blaze on Sunday which had seen eunuchs from all over the country assemble here.

"We have been waiting outside the hospital since 8pm yesterday [Sunday], looking for members of our group. We requested doctors to allow us to see the bodies so that we can identify our members but they are not allowing us," a eunuch community member said yesterday. The fire broke out at a community centre in east Delhi on Sunday following an electrical short circuit.

Compensation

Delhi Chief Minister Sheila Dikshit yesterday visited the hospital and announced a compensation of Rs200,000 (Dh14,343) each for the families of those killed.

"An inquiry has been ordered in the case and victims can collect the compensation after identity verification," Dikshit said after meeting the victims at the hospital.

A Delhi government minister said that the compensation for those killed would be provided to their family members. "They will be traced and the amount will be provided to them. We will also take help of ration card data to contact the families."

Dikshit announced an immediate relief of Rs5,000 to each affected person. Besides, the government will give Rs200,000 as compensation to the families of each dead, Rs50,000 to each of the critically injured, and Rs5,000 to those who suffered minor injuries.

The government has asked deputy commissioner (revenue) of east Delhi to investigate the incident and file a report.

Gathering

"Around 500-700 people of the community were present when the incident took place," said Deputy Commissioner of Police, east, Sanjay Jain. According to organisers, as many as 2,000 to 2,500 people were present at Nand Nagri's E2 block, where the three-day Akhil Bharatiya Kinnara Samaj Sarvdharma Mahasammelan started on Sunday.
