Flood waters strand cars along Upper Thomson Road

STOMPer urchina_sg snapped these dramatic pictures of flooding along Upper Thomson Road, after heavy rains drenched the island yesterday evening (Oct 31).

urchina_sg describes the scene:

"This evening at around 6:30 pm, we were having our dinner along Upper Thomson Road, off Jalan Todak.

"We witnessed flooding in the area caused by the heavy downpour. Within 10 minutes, cars parked along the service road were half submerged.

"Car owners nearby rushed to move out their vehicles, but others were not so lucky.

"The nearby big drain was also overflowing. Some people stood nearby to warn road users of the danger posed by the flooded drain.

"I heard from the shop owners that PUB is going to improve the service road and the surrounding drainage in early November.

"I pity the cars owners who need to spend money to get their cars working again."

Can car owners sue and claim damages from PUB or PWD? The drain dept has a duty to make sure the drainage works
