Remember you are actually paying 10% + 7%. Besides the business owner, the garment will also not want to change to a tipping system where there are no records of the service fee to squeeze tax from.

Yes, you are taxed 7% for both the food (goods) and for the service charge. Since service charge is is 10% of food, you are also paying a 7% tax on this 10%.
This is the reason the garmen will never agree to tipping as against the current service charge.
The staff had forgotten about my order & when they realised their mistake they quickly rectified & didn't charge me for the meal. I still remember the incident because it was the only free meal I received

In Singapore before you even order a single dish you are already laden with a hefty charge for TEA, TOWELS and the TIT BITS and that is not even counting the 10% service charge levied even for the poorest of services rendered by the waiters.
Singapore waiters DO NOT even check whether the tea pot needs a refill until asked REPEATEDLY. The eyes are often focused on another dimension not of this world and they are totally oblivious of the diners in the restaurant.
DOn't like the tipping then don't eat in those places. But one thing that I hate is GST every where also GST and some hawker stall also have GST.......................
