The richest are taxed the heaviest because not only are they in a higher income tax bracket they also consume far more than the poor.
You can check out the figures and you'll find that in many developed countries the top 1% earners contribute between 30% to 50% of the total tax take. Singapore is no different.

You forgot to mention GST is fair because everyone pays the same rate. No such thing as tax deductions and other financial trickery leading to the rich paying lower tax rates than the common man. Now every business can help the government collect taxes, freeing up taxmen to innovate and engineer new schemes!
