Why should citizens fear their governments?

I just don't understand this.

We pay their salaries, they are suppose to work for us.

We are their customers, not the other way round.

They should carry our balls, suck up to us to serve us.

If not, we vote those bastards out in the next elections!!

Still why in many countries citizens are still afraid of their own government?

It really defy pure and simple logic.
