The foreigner issue is about the numbers, not the foreigners. The first is an overpopulation concern. The second is a xenophobic concern.

If the only foreigners in Singapore are married to a Singaporean, the problem wouldn't be so big. Not everyone wants to or have chance to marry a foreigner.
