If the PAP wait until the 99 lease is up to take the flat back, it's already stated in the lease agreement that the flat dweller must give it back for no compensation. However this raises several issues against the PAP.
Pros:
1) The HDB will get the land and HDB block back for free. And they can do what they want with it in terms of redevelopment. Obviously, they will build bigger blocks and more units and make more money when that time comes.
Cons: And there are many
1) By taking back the flats after 99 years with no compensation, they will create a lot of political ill will and it will be like committing political suicide. They will lose massively at the polls
2) A fair number of people will end up on the streets sleeping in void decks etc. after losing their flats. This creates social problems and again, political ill will for the PAP
3) The HDB will have to bear the expenses of repairing old flats as they wind down to 99 years. If the flats even last that long.
So what is a win win solution for the PAP?
1) They will take the flat back from the peasants around the 40-60 year mark. They will not let it wind down to 99 years. They will launch a con job and tell the flat dwellers that they will exchange them a new flat with a brand new 99 year lease. But they need to top up because the newer flat market value is more then their old flat. But no to worry, the top up can take out from CPF. For those who don't have money or don't want to top up, they will take the market valuation (which will always be less then what it is actually worth), and deduct any money owing from CPF down payment or house loan, and tell them to fuck off. But if they want, they can put them on a priority list for next available flat, but have to use your pay out money to put down payment. In the end, it all still flows back to the HDB. That is a win for the PAP.
The Peasants think its a win because now they are in a new 99 year lease flat. The flat is not in a great area, and also smaller size. But with the brain washing to come from ST and PAP, they will think they strike lotto. No one tells them they are indebt again after having paid off their old flat. No one tells them they have a bank loan to pay again and limited or fix income to pay it with.
And that children, is how the PAP will do it.

2.There's the CONSIDERATION about the owner couple kids - What about them?
Assuming a couple had kids at the age of 30, their kids would be at average of 69 yrs old when the 99 yrs old HDB lease expires.
HOWEVER, do consider, most & large percentage of new & young kids would rather have their own homes, & thus the next generations WILL have new 99yrs old HDB leases....
Consider also the rise of income. A couple who bought their HDB flat with no frills in 1965 costs only $15K, but their avg salaries were ONLY $300/mth.
Today, a new young couple's avg salary in Singapore is between $3K to $5.....with more spending power, along with GENEROUS subsidies by taxpayers whom will NOT leave anyone behind to own their homes, far better with more amenities & better modern fixtures...
3) At the same time, DO CONSIDER too, why HDB concept was born.
Our far sighted & visionary Founding & Forefathers lived in slums, kampungs, etc, & even saw how our neighboring countries lived the same, with little or no public utilities services such as electricity, water, paved roads, etc, etc.
While our horizontal landspace is small, our vertical landspace is unlimited less those of on flight corridors. & thus HDB was meant to be better & more Humane means to give every citizen a chance at better amenities & shelter.
As for profiting from such noble cause, it was unknown at that time as uncertainities were many - vietnam war, oil crisis, Indon racial supremacy & Communists battles, etc, etc. Despite all that, our Founding & Forefathers persevered, never gave up, to give us our todays.
