Language troubles aboard bus

I WOULD like to share experiences similar to Ms Wong Kit Peng's with regard to foreign service personnel ('Some bus drivers ignorant of routes'; last Monday).
I took service 190 from Tangs and asked the bus driver, a Chinese national, if it stopped at Raffles Hotel but he did not understand. A bus stop later, a Caucasian tourist couple wanted to know if the bus went to Bras Basah; the driver again did not understand and said no.
It was disappointing as Singaporean and Malaysian bus drivers are usually well informed and helpful.
I had similar experiences with service personnel at Coffee Bean in Forum Galleria. For instance, I asked an employee to recommend some decaffeinated tea and she kept pointing to the menu on the wall.
Why do we employ foreigners who bring down our service standards?
