Anyway PAP already decided to send in a grassroots team to contest rather than to risk any minister. Not so much a problem for PAP if it just 1 GRC but in the event more and more GRCs falls, can PAP afford to continue with this approach of shifting ministers away from danger zone and rely on grassroots candidates? Say if WP continues to win in the east, are all the ministers going to concentrate in the west? maybe 20 years down the road, the east might be opposition's territory while the west is control by PAP.[/QUOTEl]

Likely scenario that the east part under WP and the west under PAP in future.
In the east, majority of the populace is local Sinkies while lots of FTs resided in the west.
So it is natural that local Sinkies choose WP and new citizens FTs select PAP.
