which country?

France has cheap countryside houses but not in cities, everyday can makan French food & lim cheap French wine but can you tolerate the stuck up & sometimes racists French? with a French passport you can live, work & travel throughout the EU & also reside in any of their DOM - Département d'Outre-Mer/ overseas French departments like Martinique in the Caribbean or Reunion in the Indian ocean. Visa issues? go get married to a french or pay to get married, cheapest & fastest option.

I sat next to a mat saleh on the plane & he said he settled in Malaysia, i asked him why & he said for him, got 3 options, Malaysia, Thailand & Porto Rico. Thailand was ruled out becos he couldn't speak Thai & didn't want to be treated like a Farang seeking sex all the time. Porto Rico becos too many Americans there but apart from that he loved it. He chose Malaysia becos it was cheap to retire, can speak English & a short hop to Singapore, Thailand & HongKong, Australia not too far away etc. so at the end of the day, it comes down to your own personal preferences.

just saw this, your idea may actaully work as i can speak french.

Can we live in Singapore without worrying about our kids education ? I can't imagine raising kids in Singapore. It is so expensive these days to have kids. And not to mention the constant pressure to put kids on the right starting line to give him or her a good head start. Look at the way LHL and the lackeys put it. What a laugh when they mention the word play.

US$60K will buy me a 20m x 4m, 3-storeyed, 6-bedroom apartment in Phnom Penh, add maybe 30K for a condo.

At the moment there's no visa required for Asean citizens and 1-year mutiple-entry visa costs US$275, and applying for 1 is as easy as going to your nearest travel agent.

Although cost of living has in the past few years gone up, Phnom Penh is still very affordable for Singaporeans. Note that I said Phnom Penh, the rest of the country is considerably cheaper.

Just some examples:

Housing - I rent a 3 bedroom, unfurnished apartment for US$150. Utilities come to $30 per month.

Transportation - you can buy a 10 year old Camry for $15K, or move around in taxis ($1 flag-down), or tuk-tuk ($1 up),or motodop (%0.50 up).

Cigarettes - cheaper than DFS. Winston US$5 per carton. Marlboro USD$10+ per carton. There are cheaper locally made ones atUSD 3 per carton

Alcohol - a alcoholic's paradise. A ctn of Angkor or Anchor beer at US$11. A mug of beer at the cheaper outlets can cost aslittle as $2 per jug. At the girlie bars it costs $1.50,a mug.At the high end ones, $5 per small bottle (Darlin Darlin at Naga, e.g.)

Food - if you cook, dirt cheap. Fresh water fishes like patin (live), snakeheads (live) is like $2 per kg, sea fishes tend to be slightly more expensive, but of course the groupers and exotic fishes cost more.

Pork is cheap, so is beef, but goat is not easily available although there are small Muslim pockets in the city where you can get them.

Eating out? From dirt cheap to expensive and every level in between.

I reckon one can live here quite comfortably, not luxuriously, on US$1,000 / month.

Bit this is only my take.

If you speak French, then it is worthwhile to consider France.
I stayed with a French family in Marseille, and love the Cote d'zur.

yes correct, everyone got different preferences & circumstances, but if you're inclined to look for a Chinese/Asian french citizen b/f, France has a large vietnamese community in the suburban districts of Paris & in other big cities, there's even PRC neighbourhoods too. Paying for french husband to get french papers is the quickest route but i donno if you want to go down that route if you want a steady relationship with hubby. But one positive thing in your case is that you already love french films & i presume French culture, that is a big plus becos you will find it easy & enjoyable in your new country. Hear lots of stories of people migrating & not enjoying their new surroundings, forever complaining not as good as Singapore etc, some even return, what a waste of time, money & effort!

Please go there, and conduct a recce on the ground, as well as make inquiries.
Do you want me to check with my French friends in Marseille?

as a non EU citizen your options are

1. carte sejour = PR http://riviera.angloinfo.com/information/moving/residency/ This option is more difficult now as most EU countries have tightened their immigration rules & quotas due to excessive immigration into EU over the last decade.

2. get married or buy 'husband' or 'wife'. I'm not providing any links for the latter as this is one of those shady areas but it can be done for as little as a 3000EUR.

3. if rich & relatively well off, buy a property there or start a business there. you need to consult a French immigration consultant or a notaire from France. http://paris.angloinfo.com/af/803/paris-and-ile-de-france-immigration-visa-and-integration-assistance.html Here's a link for properties for sale in English http://www.jbfrenchhouses.co.uk/

happy hunting!

ps.
