Many Singaporeans are wondering what will happen after PAP falls.
Like Malaysia, the new government will need to rebuild our foundation which has been corrupted by greed and also remove all forms of legalized corruption.
Transparency and accountability will be buzzwords.
The bad news is it will take a much longer time than the Mahathir government because we do not have independent institutions since about 5 decades ago. Skeletons in PAP’s closet are much more than one can imagine.
The new government will likely take the following actions:
1. Ensure separation of powers and proper checks and balance, eg CPIB, Elections Department, etc to be independent from PMO, etc.
2. Determine and disclose the actual amount of reserves, ie financial and land reserves, by opening up the books of GIC and Temasek.
3. Abolish Elected Presidency and conduct fresh presidential election.
4. Remove all senior management executives of government agencies/GLCs not employed on merit, especially former army generals and relatives of ministers.
5. Divest GLCs with the aim of government getting out of business: no more profiting from the people.
6. Allow the media to criticize the government.
7. Total transparency with regard to the use of public monies for remuneration, ie disclose remuneration of Temasek CEO (spouse of PM Lee), SingHealth CEO (spouse of Minister Ng Eng Hen), CEOs of stat boards, senior management of government agencies, senior army personnel (generals especially), etc.
8. Incentivise civil servants to come clean and help the new government by providing evidence of wrongdoing against the previous government.
9. All information belonging in the public domain to be disclosed.
10. All archived cabinet records above 20 or maybe 30 years to be released. Independent investigations into Operation Coldstore and Spectrum to be conducted and action taken against masterminds.
11. Public housing: All HDB flats to exclude land cost as the only legal owner is HDB. Resolve issue of collapsing prices of older flats. Cease sale of expensive 30-year flats, etc.
12. CPF: Funds will no longer be commingled with state reserves and properly invested to provide adequate returns for members’ retirement. Actual performance of fund manager to be disclosed.
13. Thorough review of CPF scheme, eg allocation for housing to be drastically reduced from the current 60% (23% of 38% monthly CPF contribution).
14. All compulsory government insurance schemes such as CareShield, MediShield, etc to be optional or scrapped. Likewise for CPF life.
15. Shrink size of bloated government, eg no more second ministers, reduce budget of PA, defence, etc.
16. Review and reduce salaries of ministers and top civil servants.
17. Spouses of senior civil servants and politicians prohibited from holding senior management posts in government.
18. Review population policy.
19. Reduce the number of foreign workers and our dependence. (Malaysia aims to reduce its 6 million foreign workers to 4 million)
20. De-politicise workers’ unions, sports bodies, Law Society, People’s Association, etc.
21. Repeal legislations enacted to quash dissent.
22. Review and abolish all anti-citizen policies such as means testing, reserved quotas for foreign students on full government scholarship, etc.
23. Review and scrap/postpone mega projects.
24. Allow all political exiles to return, no conditions attached.
25. Reduce/stop increasing GST.
etc.
It’s not going to be all smooth sailing and Singaporeans should be prepared to accept some short term uncertainty to rebuild our corrupted foundation.
While there is still hope, PAP must be removed before it brings us to the point of no return.
