In 88 NCMP was set at three seats if no opposition candidates were elected. In 91, four were elected, rendering NCMP redundant until 97. The recent move to increase to nine NCMP seats may be a sign PAP is preparing for the possibility of losing that number of seats. If WP wins 2 GRCs, it'd be redundant again. I don't believe any other party has any possibility of winning GRCs, not even SMCs.
