South West CDC launches Water Voucher Scheme for needy residents

SINGAPORE: To help needy residents defray part of their utility bills, a new Water Voucher Scheme was introduced in the South West district on Tuesday.
The scheme will provide low-income families with water-saving tips and water-saving devices in their homes. Beneficiaries can expect to reduce their monthly water consumption by approximately 5 per cent.
The Water Voucher Scheme complements the existing Power Up @ South West Scheme, which provides needy residents with vouchers to help them manage their electricity bills.
A total of S$70,000 has been set aside for the two schemes, which aim to help some 900 families. The schemes will remain in place until March next year.

what r they talking about? water is essential, everybody needs water regardless of income tier. water is a given across all 1st world countries, and practically free. the cost should be borne & heavily subsidized, and shouldnt be transferred to the citizens to bear.
why is it only the south-west CDC? why is it not island-wide? do they mean to say that only ppl in the south-west r needy, while ppl in all other sectors r well to do?
