Pardon me that I am a non-resident of Singapore, and have not had the privilege to listen to his speeches, but if that is the case, both of those individuals should consider attending English classes to improve on pronounciation / accent, and public speaking lessons.

If my memory serves me right, I believe that I read somewhere that LSS attended Catholic High School, and was a SAF Overseas Scholar. Regardless, having being educated an university in the UK, it would be logical to expect his spoken English to be better than average.
