You see if you are a virus, your goal is survival. And to multiply.

If you are so deadly that you kill your host within 1 hour of infection then your host only has 1hr to infect someone else.

Chances are you will be gone pretty quickly.

So the virus will mutate so that it only kills the host say 100 days later. 100 days to infect and multiply.

So with mutations the evolutionary logic is to mutate to a less deadly version. However things do not always go that way or in a straight line. It might become more deadly then less deadly and so on.
