Fire Engine access path that could not take the weight of the Fire Engine.

Good that this surfaced, and not during a real emergency.

Who approved the completed path in the first place? Did money change hands to make inspection easier?

I think the engine was there for a routine exercise/ familiarization tour. As such, it should be using the marked access route which was hardened to withstand the weight of the engine. However, as what Johnny had mentioned, too much tunneling has caused the earth below the slabs to sink, causing a hollow.

so should it be the fault of the developer as you stated :confused:

I would say yes because SCDF requirement for designated access way is to withstand 30 tonnes. So in their building plan submission, someone must have certified that the access can take that load. To ensure that a pavement laid with slab can take a certain load, there need to be a structural support system below to prevent failure due to soil movement. For example, all big drains and canals are structurally supported. They are not resting on the soil below.
 
luckily, scdf vehicles do not have to carry a truckload of americans. otherwise, the access road will have to be designed for 300 tons.

it's apparent that the fire engine was not using the marked access route, hence this mishap - it could be the driver's negligence / fault instead of the developer's.
