That is exactly what happened during the 7 Oct incursion into Israel. Hamas targeted Israeli homes with info supplied by Gazans working in Israel. Even Egypt and Syria refused to allow Gazans to flood in after Israel retaliated. They learned lessons from the civil unrest that Palestinians stirred up in Lebanon (civil war) and Jordan (tried to assassinate the Jordanian king).
