New Covid-19 TraceTogether tokens to be manufactured and designed by two bidders: GovTech

SINGAPORE — The tender to design and manufacture subsequent batches of TraceTogether tokens has been awarded to two bidders, the Government Technology Agency (GovTech) said on Friday (Aug 21).

The first bidder is a consortium comprising electronics distributor Siix Singapore and wireless connectivity solutions firm iWOW, and the second bidder is PCI, an electronics manufacturer which won the tender for the first batch of TraceTogether tokens.

Each token is expected to cost about S$10, down from the S$20 in the first batch, with GovTech managing and pacing production of further batches based on demand.

"Drawing from the experience gained in producing the initial batch, GovTech will work with both tenderers to review their designs to further reduce cost, while ensuring effectiveness of the token for contact tracing," said GovTech.

PCI, which started as a Silicon Valley circuit board manufacturer in 1972, was bought by American private equity firm Platinum Equity for S$265 million last year.

The electronics manufacturer was awarded S$6 million to produce the first batch of 300,000 TraceTogether Tokens.

The tokens were distributed to vulnerable seniors from June 28, including those who are physically frail, living alone or have poor family support.

The initial version has an estimated battery life of six to nine months and does not require any charging. It was also designed to be convenient, light and easy to use.

Each TraceTogether token will have a unique QR code and is personalised for the recipient's use only.

The token works by exchanging Bluetooth signals with other TraceTogether tokens or with mobile phones nearby running the TraceTogether app, with collected data encrypted and kept in the device for no more than 25 days.

The token has no GPS, which means it does not capture geolocation data. It also does not have internet or cellular connectivity, so the encrypted data cannot be remotely extracted from the device. CNA

As the Government announced the release of the TraceTogether token that was set to begin distributing yesterday (14 September), many Singaporeans believed that this particular device is a “waste of money”.

Apart from wondering why would they need the token if they were already using the TraceTogether app, along with SafeEntry and SingPass, many thought that this device may pose as a waste of money.
Don't you know that there is no corruption in Sg?

SINGAPORE (Civil Aviation Authority of Singapore) - Singapore's aviation history opens a new page today with the completion of the "Budget Terminal", a customised terminal for low cost carriers (LCCs). Minister for Transport, Mr Yeo Cheow Tong, announced the name of the terminal after a site inspection of the completed terminal today. The winning name, Budget Terminal, was selected from among 12,000 entries submitted to the Civil Aviation Authority of Singapore (CAAS) in its "Low Cost Terminal Naming Contest".

Minister Yeo toured the 25,000-square metre terminal, which is about the size of three football fields, or about a tenth the size of Changi Airport's Terminal 1, and was briefed on the processes and facilities at the terminal. "This is a significant moment for Changi Airport. LCCs today account for approximately 10% of Changi Airport's total passenger flights, and will be a high-growth segment of the civil aviation sector in the Asia-Pacific region in the coming years.
When the Budget Terminal opens for operations in March, Singapore will be better poised to meet the needs and commercial considerations of our LCC airline partners by providing low cost infrastructure and facilities", said Minister Yeo. The Budget Terminal will initially be able to handle about 2.7 million passengers per annum. There is scope for future expansion to accommodate up to 5 million passengers per annum.

The decision to build a customised terminal for LCCs was made in early 2004 in response to the emerging trend in low-cost travel in the region. CAAS obtained the Temporary Occupation Permit (TOP) for the Budget Terminal in December 2005. With the TOP, airport agencies and operators can move in to prepare their operations set-up. Preparatory works, including airport system tests, are in progress and will be completed before the opening date on 26 March 2006.

While a key consideration is to keep operating costs low to meet the needs and operating models of LCCs, basic services and facilities are provided so that passengers can enjoy a pleasant travelling experience. Up to 3,000 square metres of floor space have been set aside for retail as well as food and beverage outlets. There will also be free Internet terminals and free local calls for passengers. At the Naming Contest ceremony today, Minister Yeo presented 15-year-old winner, Jonathan Sng, with $2,000 cash and a 3G mobile phone for his winning entry, "Budget Terminal". This was picked by a panel of judges as it succinctly reflects the terminal's purpose, which is to provide simple airport facilities at a lower cost to its users.

By the end of December, checking in with the TraceTogether app or token will be mandatory at venues such as restaurants, workplaces, schools and shopping malls as Singapore prepares for phase three of its reopening.
This means no one will be able to gain entry to these places by scanning SafeEntry QR codes with their phone cameras, or through the SingPass mobile app or bar codes on their NRIC.
SafeEntry, the nation's digital check-in system, is now mandated at all these places.
They must instead use either the TraceTogether app or token.
The app includes a function for scanning SafeEntry QR codes, while the tokens have a QR code with a similar function.

Mandatory use of TraceTogether will start on Oct 26 at cinemas.

During a virtual press conference yesterday, the multi-ministry task force tackling Covid-19 said the measure aims to get at least 70 per cent of Singapore's population on the TraceTogether programme, a contact-tracing technology making it easier to detect people who had been in close proximity with Covid-19 patients.
Having a 70 per cent usage rate is one of the conditions that has to be met for Singapore to enter phase three, said Education Minister Lawrence Wong, who co-chairs the task force.

"When we have both a higher take-up rate of TT (TraceTogether) and wider deployment of TT-only SafeEntry... and community transmission throughout this period remains low, then there is a good chance of us entering phase three... by the end of the year," the minister said.
Other venues with mandatory TraceTogether check-in will include live performances, business events and places of worship with more than 100 people, said the Smart Nation and Digital Government Group.

Mr Wong noted only about 2.5 million or 45 per cent of the population is currently using the TraceTogether app or token.
"We would like that to be higher, for TraceTogether to be effective," he said, adding that distribution of tokens will be further expanded before they become mandatory.
The tokens are being distributed at 38 community centres (CCs). By the end of next month, TraceTogether tokens will be available at all 108 CCs islandwide.
