They just repeat policy statements, repeat what is being said. They lack initiative, creativity, sincerity and passion.
But come to think of it, that is exactly the reason for this type of nerdy characters to be spotted and chosen to work for the garment or garment-linked machinery.
People who possess initiative, passion, sincerity, creativity would not be able to fit into the casting mould of the ruler. Even if they happen to be chosen, very soon they will be thinking & speaking like one of those as the temptation is too great to resist.
